NEW DELHI, India — India and China have reached a deal on patrolling their disputed frontier to end a four-year military stand-off, the Indian foreign minister said Monday, paving the way for improved political and business ties between the Asian giants. The Justice Department, in an 18-page indictment Thursday, charged Vikash Yadav, 39, with three counts of murder-for-hire and money laundering. Federal prosecutors said Yadav was a “senior field officer” for New Delhi. Their New York target was an attorney and political activist who is a U.S. citizen of Indian origin, prosecutors said. OTTAWA, Ontario — Canada expelled six Indian diplomats, including the high commissioner, on Monday, linking them to the murder of a Sikh separatist leader and alleging a broader effort to target Indian dissidents in Canada. Earlier in the day, India retaliated by ordering the expulsion of six high-ranking Canadian diplomats, including the acting high commissioner, and said it had withdrawn its envoy from Canada, contradicting Canada’s statement of expulsion. India said it had asked six Canadian diplomats to leave by Saturday. The ministry also said it had summoned Acting High Commissioner in India Stewart Wheeler, Canada’s top diplomat in the South Asian country. Today, travelers headed for Asia’s highest ski resort can enjoy over 1,330 vertical meters (4,363 feet) of skiable terrain, with lifts offering access to four separate skiing zones on Mount Apharwat. I am watching the Israel-Hamas war in Gaza today and thinking about one of the world leaders I’ve most admired: Manmohan Singh. The cost of occupying Gaza could overstretch the Israeli military and economy for years to come. Israel should keep the door open for a humanitarian cease-fire and prisoner exchange that will also allow Israel to pause and reflect on exactly where it is going with its rushed Gaza military operation — and the price it could pay over the long haul. Israel built an impressive society and economy, even if flawed, and Hamas took nearly all of its resources and built attack tunnels. CNN —An Indian minister has accused Canada of giving “operating space” to terrorists and extremists, as he rejected claims by Prime Minister Justin Trudeau that the Indian government may have played a role in the assassination of a Sikh separatist on Canadian soil. “The Canadian (prime minister) made some allegations initially privately, and then publicly. He said the Indian government had long accused Canada of inaction in dealing with Sikh separatist extremism aimed at creating a separate Sikh homeland. CNN —Intelligence gained by the “Five Eyes” network led to Canada’s public accusation that the Indian government may have played a role in the assassination of a Sikh separatist activist on Canadian soil, the US Ambassador to Canada said Sunday. Five Eyes is an intelligence sharing pact between the United States, the United Kingdom, Canada, Australia and New Zealand, though the ambassador would not confirm if that shared intelligence came from the US. The spat then escalated further last week when India suspended visa services for Canadian citizens over what it said were “security threats” against diplomats in Canada. On Sunday, Canadian Defense Minister Bill Blair sought to shift the focus from questions over its intelligence to the criminal investigation of Nijjar’s killing. His death both shocked and outraged the Sikh community in Canada, one of the largest outside India and home to more than 770,000 members of the religious minority.

CNN —The Philippines has become the latest of China’s neighbors to object to its new national map, joining Malaysia and India in releasing strongly worded statements accusing Beijing of claiming their territory. The map is the “latest attempt to legitimize China’s purported sovereignty and jurisdiction over Philippine features and maritime zones (and) has no basis under international law,” the Philippines Foreign Affairs department said in a statement. India was the first to complain on Tuesday when it lodged a “strong protest” about the inclusion of the Indian state of Arunachal Pradesh and the disputed Aksai-Chin plateau in Chinese territory. “In this climate, while both sides may publicly express their interest in easing tensions, I do not see this happening. CNN —Indian Prime Minister Narendra Modi and Chinese leader Xi Jinping agreed to “intensity efforts” to deescalate tensions at their contested border, in a rare face-to-face meeting since a deadly clash strained relations more than three years ago. Face-to-face meetings between the leaders of India and China, the world’s two most populous nations, are rare. They had a brief conversation weeks later on the sidelines of the Group of 20 (G20) leaders’ meeting in Bali, Indonesia. India’s decision to host this year’s SCO virtually meant that Modi and Xi did not have an opportunity for a face-to-face meeting. Xi is also expected to attend the G20 leaders’ summit in New Delhi next month.

Hong Kong CNN —Foxconn says it is exiting an ambitious project to help build one of India’s first chip factories. The news was seen as a blow to the Indian government’s plans to turn the country into a tech manufacturing powerhouse, even as officials have sought to counter that view. In a followup statement Tuesday, Foxconn reaffirmed its commitment to invest in Indian chipmaking. The project had been hailed as a milestone in India’s campaign to attract more investment in manufacturing, a sector sorely needed to help ease unemployment. Prime Minister Modi had framed the project as a significant boost for the economy and jobs.

The surge in deaths this months follows a warning from the country’s meteorological department about potential heat-related casualties. Temperatures in northern and eastern India have reached 46 degrees Celsius (114.8 degrees Fahrenheit) this week, AFP reported. A local health official acknowledged heat may have been a factor in the deaths of 25 people on June 16.
