Unlike Trump’s surprise win in 2016, House and Senate GOP leaders have been preparing for months for a possible GOP sweep.
With Republicans winning control of the Senate, delivering on Trump’s agenda will come down to whether the GOP retains a majority in the House.
Even with unified GOP control, there would be challenges ahead for Republicans.
One issue is the political math: House Republicans believe if they do hold onto the majority, it won’t be by much.
But it wouldn’t be easy to clear a huge package through a narrowly divided House even if Republicans control all the levers of power.
