CNN —In the Australian city Geelong, just south of Melbourne, thousands are lining up for the rare chance to see – and smell – an unusual plant. It’s the so-called “corpse flower,” or Amorphophallus Titanum (often shortened to Titan Arum), named after the putrid stench it releases when it blooms to attract pollinators like beetles and flies. This plant was only gifted to Geelong Botanic Garden in 2021 from the State Herbarium in Adelaide, South Australia, and for years horticulturalists have been watching and waiting for signs of a nascent bud. So far, visitors have described the smell as similar to a dead mouse or a stinky pond, the city website said. The plant can live over 30 to 40 years – meaning it only blooms a handful of times in its entire lifetime.

HONG KONG (AP) — Hong Kong begun public consultation Tuesday on enacting its own national security law, beginning a process to implement legislation that for years was widely opposed by residents who feared the erosion of their civil liberties. Beijing imposed a national security law on Hong Kong in 2020 and a crackdown on dissent followed. Both the Hong Kong and Beijing governments have hailed the law for restoring stability after the massive pro-democracy protests in 2019. But the Basic Law, Hong Kong’s mini-constitution, requires the city to enact its own national security law. Officials have said the “painful experiences” of the 2019 protests demonstrated that national security risks are real.

A new study by HouseFresh aimed to find the “dirtiest” cities in the United States by analyzing 12.3 million sanitation-related complaints made to 311 systems across the country. The remaining 26 cities were ranked based on the number of sanitation complaints per 100,000 residents. By this metric, Baltimore was found to be the “dirtiest” city, with 42,295 complaints per 100,000 residents. New York landed in 17th place, with 3,728 complaints per 100,000 residents, or less than a tenth of Baltimore’s rate. Four Brooklyn ZIP codes were among the city’s dirtiest 10.

New York City on Wednesday joined a wave of states and federal agencies in banning TikTok from government-owned devices based on security concerns, snuffing out some popular city-run TikTok accounts in the process.
