Mauro Pimentel/AFP/Getty ImagesThe moment was a fluke, the type of logistical error that’s almost inevitable at gatherings of almost two dozen world leaders. Yet it was difficult to ignore the impression it left: that Biden is disappearing from view as the world turns its attention to his successor. What members of Biden’s team have been willing to acknowledge is how little they actually know about what Trump and his team may be planning. In Lima and Rio de Janiero, Biden fielded no questions from the press and his aides spoke only off-camera. Reporters had opportunities to ask Biden questions at the G20 summit in Rome in 2021, in Bali in 2022, and in Vietnam in 2023, following the summit’s conclusion in India the prior day.

It was just one example of Trump casting a long shadow over a pair of world leader summits taking place in South America this week. Yet to many involved in the discussions, the episode suggested the contention that colored world leader summits during Trump’s first presidency may be poised to return. “You can already see the Trump effect taking hold,” one Western diplomat said as the summit was getting underway. “Trump will only cause more divisions, and more divisions mean less leverage and less influence,” the official went on. “President Biden is that president, he will be handing off power in January, and it will be up to a new administration to decide what to do with it.”

WASHINGTON — President-elect Donald Trump’s consistent campaign pledge to impose sweeping tariffs on products imported into the U.S. is likely to face stiff challenges in court and potentially pushback from Congress. There are potential legal limits to Trump’s authority, even though he has said he would unilaterally impose the increases. But a broad array of tariffs on allies “could cross the line,” especially as the Supreme Court has taken a generally pro-business stance in recent years, he added. During the Biden administration, the Supreme Court embraced a theory called the “major questions doctrine.” Biden’s ambitious plan to wipe out billions of dollars in student debt was one of the proposals the Supreme Court faulted. The Supreme Court declined to take up the issue.

In the end, looking backward may be more productive for Biden and Xi than trying to predict what’s next for their two nations. Biden administration officials acknowledge they have little insight into what a notoriously unpredictable leader might be planning. What Biden can do, they argue, is reiterate to Xi the value of maintaining communication, even amid the expected contention. A key counterweight could be Biden’s legacyHow Trump confronts those threats is not something he’s discussed at great length, at least as a candidate. It’s also an area his aides believe could — and should — be continued by the incoming Trump administration, though acknowledging they have little to go on when it comes to the president-elect’s intentions.

For President Joe Biden, the 2024 campaign ended much as it began, in a room full of union members. Even Biden at times would double-check with senior aides about looming actions, asking, “Have we run this by the vice president?” according to a senior official. Advisers are working on what Biden’s final weeks, and hours, in office will look like. “They’ll pull me aside, one leader after another, quietly, and say, ‘Joe, he can’t win. Vice President Kamala Harris’ campaign laid out what it sees as her path to victory in Pennsylvania in a memo shared exclusively with NBC News ahead of Monday night’s rally in bellwether Erie County. “The Harris campaign’s path to win Pennsylvania capitalizes on Trump’s unprecedented weakness in the suburbs,” the memo, which also highlighted the campaign’s focus on Haley voters, reads. “They can point to the suburbs, but they’re losing ground in places like Philadelphia,” a Trump campaign official said. Kush Desai, the Trump campaign’s Pennsylvania spokesperson, highlighted Obama’s visit as a sign the Harris team was scrambling. Speaking with NBC News, Pennsylvania state Sen. Vincent Hughes said he could “understand the frustration” Obama expressed.

This digital ad posted by Republican Senate candidate Dave McCormick in Pennsylvania, about a week before Biden eventually dropped his bid, was the blueprint. Almost immediately, Democrats saw a surge of support — mostly from disillusioned Democratic voters. As of this writing, it’s now Republicans in battleground states and districts who are begging their nominee to change course. As for the GOP, Trump and his allies have done everything they can to mold the GOP in Trump’s image, and anyone who doesn’t share that view has essentially been purged. Of course, the real challenge for both Republicans will be figuring out how to navigate Trump’s appearances in their respective states.

CNN —As Vice President Kamala Harris marches toward the Democratic nomination, climate advocates like what they see. And as vice president, Harris made the crucial tie-breaking vote to pass Democrats’ historic climate bill. “Vice President Harris would kick ass against Trump,” Biden’s first national climate adviser Gina McCarthy said in a statement. Given the stakes, climate advocates are eager to shine a light on the stark contrast between Trump and Harris. A separate special counsel, David Weiss, has been investigating Hunter Biden since 2018 and brought the separate gun and tax indictments against him last year. In fact, Hunter Biden tried but failed to get the gun and tax cases thrown out based on similar arguments. Reviving those arguments, Hunter Biden cited momentum from Trump-appointee Cannon and conservative Supreme Court Justice Clarence Thomas. Ironically, while Hunter Biden champions their rulings, many of his father’s allies have condemned them. At his gun trial, Hunter Biden was found guilty of buying and possessing a gun while abusing illegal drugs.

That sent lower courts scurrying into historical analyses to figure out if modern gun laws had some connection to the 18th Century. Roberts’ opinion said that lower courts were misunderstanding what the majority had said in that ruling. But Justice Ketanji Brown Jackson, a member of the court’s liberal wing, suggested it was the high court’s fault for not providing clarity for lower courts to follow. One deals with a Pennsylvania man’s challenge to a federal law prohibiting felons, including those who are non-violent, from possessing firearms. Solicitor General Elizabeth Prelogar presented that argument with an eye toward several other challenges pending to similar federal gun prohibitions that involve non-violent criminal activity.

With his two impeachments, a criminal conviction and an attempt to overturn the last election, Trump gave Biden plenty to work with. Biden has been road testing his character attacks on Trump for weeks in fundraising events and they’re now increasingly being parroted by campaign officials. Biden seeks to move the goalposts with ads during soccer tournamentThe Biden campaign is now making daily pitches to a significant corner of his coalition showing signs of stress. On Thursday, the Biden campaign turned to Hispanic voters — another key voting bloc where polls suggest he is underperforming. Rarely has the yearly gathering of the world’s leading economies been so overshadowed by the political vulnerabilities of nearly all its members. She emerged as the only European G7 leader bolstered by last week’s European Parliament elections. “I am proud that Italy will present itself to the G7, to Europe with the strongest government of all. The leaders of France and Germany are contending with very different sets of political circumstances. The ultimate goal, sources said, is to iron out some of the thorniest financing details in the coming days so that an agreement can be announced as part of the G7 leaders’ communiqué this week. US officials argue that the dire situation for Ukraine makes the approval of such a loan deeply urgent. We believe it’s a priority for the entire G7,” Biden’s national security adviser Jake Sullivan told reporters last week. Biden met with Zelensky as his administration announced a $225 million security assistance package for Ukraine. Many Democrats, along with foreign leaders who the US counts as allies, say Israel’s actions clearly cross a red line – if not Biden’s, then their own and those of international law. Would that be a red line?” MSNBC’s Jonathan Capehart asked during an interview. His answer, with its incomplete sentences, did not state what might constitute a violation of the red line or what his response would be. “I went over the red line issue, which I know is the obsession of this group, last week. Whether Biden drew a red line or not, his counterpart in Israel found reason to dismiss the president’s comments.

Wilmington, Delaware CNN —The judge in Hunter Biden’s gun case issued a series of pretrial rulings Friday, handing wins to both sides and setting the contours of the upcoming trial. Federal Judge Maryellen Noreika sided with prosecutors on a key question about what they need to prove about Biden’s drug use when he bought a gun in 2018. Prosecutors said in court that they only want to introduce a small slice of the laptop material at trial. Lawyers said the trial could last up to two weeks, including jury selection, with the potential to go longer. She also limited what references prosecutors could make at trial to his lavish spending habits at the time of the gun purchase, narrowing such evidence to spending connected to drug use.

The Florida Supreme Court issued a separate ruling on Monday that could energize Democrats’ efforts to hold Trump to account on abortion. The ex-president has long been wary of taking a definitive stand against abortion rights. But some Republicans are infringing the spirit of the Supreme Court ruling – which sent the issue back to individual states – by pushing for a national ban. And Democrats believe they have an issue, in abortion rights, that could thwart him – despite Biden’s own unpopularity. Democrats are delighted since they have had considerable success in using ballot initiatives to protect abortion rights or reject further restrictions.

The former president’s focus on Biden’s age reflects the fact that one good week will not change a harsh reality of the coming eight months. Outside Washington and the self-contained world of politics and campaigns, concerns about Biden’s age will be hard to shift. The age issue was rumbling long before it became a major campaign issue.

“We’re going to win this election because we have no choice,” Trump said at his Mar-a-Lago resort as he savored his sweetest election night since he beat Hillary Clinton in 2016. The time for that excuse is going to fast run out now that the shape of the 2024 general election is clear. “Until now, people didn’t think it was going to be Biden versus Trump, but here we are and we’re ready to go,” he said. One reason why Trump didn’t come across as a loser to his supporters was that he convinced grassroots GOP voters that he didn’t actually lose the 2020 election. Democratic control of the Senate and the tiny House GOP majority that fell short of red wave expectations were widely blamed on his botched strategizing.

CNN —President Joe Biden personally directed his senior campaign aides in recent days to focus more aggressively on former President Donald Trump’s inflammatory comments, according to two sources familiar with the president’s edict. For weeks, his campaign has said they are fully prepared for Trump to emerge as the GOP nominee. “Freedom and democracy itself are on the ballot in November.”That marked only the second time, according to a campaign official, that a Biden campaign statement was attributed directly to the president. It’s un-American.”The next day, the campaign went after Trump again after the former president repeated his threat to NATO members. Washington CNN —The White House wrote to Attorney General Merrick Garland the day before special counsel Robert Hur’s report was released, vehemently objecting to aspects of the report – including its “multiple denigrating statements” about the president’s memory. Ultimately, Hur did not appear to heed calls by Biden’s lawyers to produce a narrow and concise report limited to the facts of the charging decision. The lawyers wrote Hur’s report “mirrors one of the most widely-recognized examples in recent history of inappropriate prosecutor criticism of uncharged conduct.”“The FBI and DOJ personnel’s criticism of uncharged conduct during investigations in connection with the 2016 election was found to violate ‘long-standing Department practice and protocol,’” the lawyers wrote. The letter underscores the deep anger generated by Hur’s report inside the White House and lays bare tensions between Biden’s team and Garland. CNN has previously reported that frustrations have run high inside the White House regarding some of Garland’s decisions related to the classified documents matter.

The special counsel report found that Biden willfully retained classified information, including top secret documents, and knew he was in possession of some documents as far back as 2017. House Oversight Committee Republicans, who have separately investigated Biden’s handling of classified documents, criticized Hur’s report before it was even released or delivered to Congress. “Most notably, after being given multiple chances to return classified documents and avoid prosecution, Mr. Trump allegedly did the opposite.” Hur wrote. “Among the places Mr. Biden’s lawyers found classified documents in the garage was a damaged, opened box containing numerous hanging folders, file folders, and binders,” the report said. The photos included in Trump’s charging documents showed how he allegedly stored classified documents in various places at his Mar-a-Lago estate, including a ballroom, bathroom shower and his bedroom.

CNN —President Joe Biden is embracing tougher border measures, including shutting down the US-Mexico border, marking a stark shift from his early days in office as he tries to fend off former President Donald Trump’s attacks on immigration policy ahead of the election. “(The compromise) would give me, as President, a new emergency authority to shut down the border when it becomes overwhelmed. Johnson on Saturday attacked Biden over his endorsement of the potential border deal, arguing the president can take executive action without Congress to clamp down on migrant crossings. And in his first statement on the Senate deal, Johnson claimed that it would force the US to surrender to illegal migration. Immigrant advocates quickly slammed Biden over his statement — revealing the deepening rift between the president and the advocacy community.

In a grave blow to its prospects, Ukraine aid has now been embroiled by Republicans in a separate imbroglio over immigration. While Ukraine’s survival is at stake, so is the reputation of the United States as a global leader. Johnson may struggle to retain his tenuous hold on his job if he uses Democratic votes to pass a Ukraine funding package. The Ukraine aid package is now caught in the most intractable US political issue — immigration. “We are at a moment in history.”But a group of Republican senators who normally back Ukraine aid signaled Monday they couldn’t move forward without immigration changes attached to the measure.
