MOSCOW Reuters —President Vladimir Putin warned the West on Wednesday that Russia could use nuclear weapons if it was struck with conventional missiles, and that Moscow would consider any assault on it supported by a nuclear power to be a joint attack. The 71-year-old Kremlin chief, the primary decision-maker on Russia’s vast nuclear arsenal, said he wanted to underscore one key change in particular. Russia reserved the right to also use nuclear weapons if it or ally Belarus were the subject of aggression, including by conventional weapons, Putin said. Putin said the clarifications were carefully calibrated and commensurate with the modern military threats facing Russia – confirmation that the nuclear doctrine was changing. Russia’s current published nuclear doctrine, set out in a 2020 decree by Putin, says Russia may use nuclear weapons in case of a nuclear attack by an enemy or a conventional attack that threatens the existence of the state.

CNN —An African delegation on a peace mission to Ukraine headed by South African President Cyril Ramaphosa was greeted with explosions and forced to shelter in bunkers amid air strikes on the capital Kyiv. The African leaders are expected to travel to Russia Saturday to hold talks with President Vladimir Putin. “Russia’s missile attack took place just as African leaders arrived in the capital,” Andriy Yermak, head of the Office of the President of Ukraine, said Friday. He has also come under fire after the US ambassador to South Africa, Reuben Brigety, said South Africa supplied arms to Russia in December last year. He added that the future of this agreement would be discussed at his meeting with the African leaders on Saturday.

National Security Council coordinator for strategic communications John Kirby declined to comment specifically on the possibility of the US sending F-16 fighter jets to Ukraine, but said broadly that the US has been forward-looking about “future capabilities” and needs. US lawmakers and congressional staffers have joined in the F-16 lobbying campaign, urging the administration to provide the jets so that Ukraine can establish control over its skies. US allies with F-16s could conduct training for Ukrainian fighter pilots, or the aircraft’s manufacturer, Lockheed Martin, could carry out training as a private contractor. Without the jets, Ukraine is having to improvise, officials say. The Russian jets have largely been staying behind Russian defensive lines, making them difficult for Ukraine to target with shorter-range systems like NASAMs.
U.S. and Germany head for showdown over tanks for Ukraine

Ukraine pleaded on Thursday for the West to finally send it heavy tanks as the defense chiefs of the U.S. and Germany headed for a showdown over weapons that Kyiv says could decide the fate of the war. But the meeting’s success could depend on whether it brings heavy tanks, which Kyiv says it needs to fend off Russian assaults and recapture occupied land. “The question of tanks for Ukraine must be closed as soon as possible,” he said. Britain added to the pressure by breaking the taboo on heavy tanks last week, offering a squadron from its fleet of Challengers, though far fewer of these are available than Leopards. Opening his meeting Pistorius, Austin described Germany as one of Washington’s closest allies and thanked it for its support for Ukraine so far.
