UNITED NATIONS (AP) — U.N. Secretary-General António Guterres on Thursday announced the appointment of a 39-member global advisory panel to report on international governance of artificial intelligence and its risks, challenges and key opportunities. The U.N. chief told a news conference the gender-balanced, geographically diverse group which spans generations will issue preliminary recommendations by the end of the year and final recommendations by the summer of 2024. The recommendations will feed into the U.N. Summit of the Future, which world leaders will attend in September 2024. The U.N. said the formation of the body, with experts from government, the private sector, the research community, civil society and academia marks a significant step in its efforts to address issues of AI international governance and will help bridge existing and emerging initiatives.

GENEVA (AP) — U.N.-backed human rights experts say war crimes continue in Ethiopia despite a peace deal signed nearly a year ago to end a devastating conflict that has also engulfed the country's Tigray region. The violence has left at least 10,000 people affected by rape and other sexual violence — mostly women and girls. The violence erupted in November 2020, centering largely — though not exclusively — on the northern Tigray region, which for months was shut off from the outside world. Citing consolidated estimates from seven health centers in Tigray alone, the commission said more than 10,000 survivors of sexual violence sought care between the start of the conflict and July this year. The commission said it knows of only 13 completed and 16 pending military court cases addressing sexual violence committed during the conflict.

Secretary-General António Guterres on Friday urged the Group of 20 top economic powers, which are responsible for more than 80% of the emissions that cause global warming, to use their weekend summit to send a strong message on climate change. Climate ministers of the G20 nations ended their last meeting for the year in July without resolving major disagreements on climate policies. Guterres called on big emitters to make additional efforts to cut emissions and rich countries to meet the climate finance commitments made already. Energy analysts say its crucial that G20 leaders act on the U.N. chief's suggestions. And have it now,” said Madhura Joshi, energy analyst at the climate think tank E3G.

Secretary-General Antonio Guterres gave a somber assessment of global affairs Tuesday in an opening address of the annual high-level gathering in New York City. "Our world is in peril and paralyzed," Guterres told world leaders attending the 77th United Nations General Assembly, which returned in person this week for the first time in three years. "The United Nations charter and the ideals it represents are in jeopardy and we have a duty to act," Guterres added. The remarks come as Europe grapples with perhaps its biggest military conflict since World War II, which has uncovered fissures among major powers on how to deter Russia, support Ukraine and mitigate the consequences of war.
