The Institute for the Study of War (ISW) said the martial law decree is "largely legal theater." Biden said that the Russian leader's martial law decree seems to be designed to intimidate Ukrainians into capitulating. UN members voted overwhelmingly on Wednesday to condemn Russia's annexation of Ukrainian regions. 143 nations voted in support, agreeing to condemn Russia's annexation, while 35 abstained. Experts say Russia's invasion of Ukraine has pushed them further from Russia. Russia tried to make Wednesday's vote a secret ballot, which would have obscured which nations voted with Russia. It did so after conducting referendums in the four regions — Donetsk, Luhansk, Kherson, and Zaporizhzhia — which Ukraine and Western nations dismissed as a sham.

Russia will formally annex four regions of Ukraine partially controlled by its military, the Kremlin announced Thursday, in a major political escalation of the war against its neighbor. It comes after Moscow-backed authorities staged votes in the occupied regions of Ukraine's east and south that were widely denounced as a sham to justify a land grab following Russia's recent military setbacks. Kremlin spokesman Dmitry Peskov told reporters that Russian President Vladimir Putin would attend a ceremony on the accession of the four regions — Donetsk, Kherson, Luhansk and Zaporizhzhia — at the Kremlin's St. George's Hall on Friday. Russian Foreign Minister Sergey Lavrov has suggested it could be prepared to use nuclear weapons — a threat Putin has repeatedly made. Many Western experts see the moves as acts of desperation by Putin, whose armies have been pushed back by a lightning Ukrainian counteroffensive in recent weeks.

Ukraine's security service said Russian proxies want teenagers as young as 13 to vote. In eastern Ukraine's occupied Donetsk region, pro-Russian officials plan to include teenagers ages 13 through 17 in the voting process of the "sham referendum," Ukraine's security service — or SBU — shared in a Thursday statement. Citing intercepted documents, the SBU said "minors" will be accompanied by their parents, guardians, or orphanage representatives to polling stations. The SBU said doing so will allow Russian proxies to build a more widespread voter base and "strengthen control" of the referendum's turnout. Ukrainian and Western officials have widely slammed the referendums as illegal and said the outcomes of any votes will never be recognized.
