A senior White House official described the action as a “rather extraordinary” policy adjustment at a critical moment for Ukraine. “If we didn’t do this for Ukraine, they would not have been able to maintain their critical air defense stockpile heading into the winter, period,” the official said. Ukraine is expected to get its first exports of the air defense capabilities this summer and the policy change will stay in place for 16 months, the official said. The White House official would not share the list of affected countries, other than to say that air defense exports to Taiwan would not be impacted. The move is being done in parallel with Biden administration efforts to get Ukraine more air defense systems as well, a second White House official said.

Washington CNN —President Joe Biden said he will debate former President Donald Trump ahead of this year’s election, the clearest declaration yet of his willingness to face-off with his Republican rival before voters cast ballots in November. I don’t know when,” Biden said when asked by interviewer Howard Stern whether he planned to debate his predecessor. “I’m happy to debate him.”It’s the first time Biden has said explicitly he would debate Trump in this election cycle. Some of Biden’s aides have questioned whether Trump would abide by established rules in any potential debate, and before Friday his campaign hadn’t set out any specific debate plan. Biden had responded to Trump’s calls for earlier debates in February, telling reporters: “If I were him, I’d want him to debate me, too.

CNN —Speaker Kevin McCarthy suggested that House Republicans may be approaching the point where they’d pursue an impeachment investigation into President Joe Biden, the California Republican’s most explicit threat of impeaching the president to date. McCarthy’s comments come amid a series of congressional investigations in the Republican-led House that have targeted Biden, his administration and his family members – most prominently his son Hunter. Hunter Biden has agreed to plead guilty to two federal tax misdemeanors as part of a plea deal. House Republicans have also floated possible impeachment inquiries against Garland and Homeland Security Secretary Alejandro Mayorkas. Republican allegations of political interference in the Hunter Biden probe have been met with adamant denials from Weiss, Garland and other top Justice Department officials who were involved.

Kevin McCarthy is now openly discussing the possibility of impeaching Biden. In response, White House spokesperson Ian Sams blasted McCarthy for the "seemingly bottomless" desire of Republicans to punish the president despite a lack of concrete evidence. The House speaker's mention is more than just a shot across the bow at the White House. As Politico pointed out, McCarthy's mention hints that House Republicans may try to start an impeachment process as a way to potentially unlock greater legal power. While McCarthy has been more guarded when discussing impeachment, some of the more conservative House Republicans have pushed for impeaching the president since his inauguration.

Biden is planning to cancel student debt under a new law after the Supreme Court struck down his first plan. He'll use the Higher Education Act, which requires hearings and public comment. The Higher Education Act states that the Education Department can "enforce, pay, compromise, waive, or release any right, title, claim, lien, or demand" related to federal student debt. Given the new standards surrounding the Higher Education Act, it's not yet guaranteed that the same borrowers who benefitted from Biden's first proposal will qualify for the president's new plan. "However, the Secretary has directed his staff to explore policy options for debt relief that will help as many people as possible."

The Senate just passed a bill to overturn student-debt relief and end the payment pause. On Thursday, the Senate passed a bill — first introduced in March — to overturn Biden's plan to cancel up to $20,000 in student debt for federal borrowers making under $125,000 a year by a vote of 52-46. Chuck Grassley and Bill Cassidy — sponsors of the bill — wrote an opinion piece in Fox News urging their colleagues in the Senate to pass the legislation to overturn student-loan forgiveness. Before the vote, Senate Majority Leader Chuck Schumer wrote on Twitter that "the Senate GOP is pushing a terrible measure to end the pause on student loan payments and overturn @POTUS's student loan cancellation program. But to overturn his landmark student debt relief program just to score political points?

GOP Rep. Garret Graves told reporters that debt ceiling negotiations are on "pause." He said the White House is bringing "unreasonable" requests. Still, there's a major time crunch for Congress to reach a deal to raise the debt ceiling before a default. But it's unclear where the negotiations will go from here — when asked if talks will resume today, White House negotiators told reporters that they're "playing [it] by ear." It is past time for the White House to get serious.

Sen. Elizabeth Warren urged the Supreme Court to uphold Biden's student-debt relief. "The Supreme Court needs to do its job and apply the law as it is written." GOP Sen. Marsha Blackburn, for example, wrote on Twitter on Thursday that "canceling student debt is Biden's gift to young left-wing activists. She also led GOP senators in filing an amicus curiae brief to the Supreme Court urging it to strike down Biden's debt relief. This scale of student-loan forgiveness is unprecedented, so it's hard to determine which way the Supreme Court will rule.
