The mother of 3-year-old Wisconsin boy Elijah Vue and her partner were charged Thursday with counts of child neglect and child abuse that resulted in the boy’s death, the Manitowoc County prosecutor said. “Elijah was a young boy whose life was tragically cut short,” Manitowoc County District Attorney Jacalyn LaBre said at a news conference. Two Rivers Police DepartmentThe boy’s mother, Katrina Baur, is charged with chronic neglect of a child where the consequence is death; child neglect; and obstructing an officer, LaBre said. Baur and Vang had previously been charged with child neglect, but the new charges allege the boy’s death. Baur and Vang have pleaded not guilty in the earlier child abuse case.

Michelle Lujan Grisham said she will not renew a public health order that temporarily banned carrying firearms in public parks and playgrounds in Albuquerque, the state's largest city. Lujan Grisham said in a news release Wednesday that more than 1,700 firearms were collected in gun buybacks over the past year because of the order. China on Friday reported better-than-expected retail sales and industrial production for September. Retail sales grew 3.2% from a year ago, better than the 2.5% growth estimated by analysts in an LSEG poll, the National Bureau of Statistics said. Meanwhile, industrial production expanded 5.4% in September from a year ago, more than the 4.5% expected by analysts. He noted that year-to-date retail sales data showed "cautious sentiment among consumers." From January to September, retail sales grew 3.35%, nearly same as the growth reported for January through August at 3.36%.

Intel is looking for a deal that values Altera at around $17 billion, said the people, who requested anonymity to speak freely about confidential information. Following a steep drop in its stock price and extended stretch of market share losses, Intel has been looking to make drastic changes. The company made overtures to a number of private equity and strategic investors this week about Altera, the sources said. Intel has expressed to some of those investors that it would be possible to acquire a majority stake in the business. Intel has previously said it could look to monetize Altera business through an IPO, possibly as soon as 2026.

China's National Bureau of Statistics on Friday reported third-quarter GDP growth of 4.6% year on year, slightly exceeding the 4.5% expected by economists polled by Reuters. "The national economy showed positive signs of growth in September," Sheng Laiyun, the bureau's deputy commissioner, said at the press conference, according to CNBC's translation of the Chinese. Other data also released on Friday, such as retail sales and industrial production, had also beat expectations, a hopeful sign for the world's second largest economy. Beijing has faced growing public scrutiny over its ability to meet its own annual growth target of "around 5%." Amid low consumer sentiment and a flagging property sector, the Chinese government has intensified stimulus measures in recent weeks in an effort to boost its lackluster economy.

A Georgia grand jury indicted a teenage boy and his father on dozens of charges, including murder, in connection with a mass shooting last month that killed four people at Apalachee High School, officials said Thursday. His father, Colin Gray, was indicted on 29 counts, including second-degree murder, second-degree cruelty to children, involuntary manslaughter and reckless conduct, according to records from the Barrow County District Attorney's Office. Meta is ramping up its efforts to fight sextortion on Instagram with the launch of new features that are designed to help prevent young users from getting blackmailed into sharing nude photos. Starting Thursday, Instagram will automatically block follow requests sent to teenage users from accounts that display certain “scammy behaviors,” according to Meta. At a Senate online child safety hearing in January, Meta CEO Mark Zuckerberg apologized to parents who said Instagram contributed to their children’s suicides or exploitation. Last month, Meta announced it will begin automatically placing all users under 18 into “teen accounts” with stricter privacy settings. “If they really want to promote meaningful change and online safety for kids and teens, they can stop opposing federal solutions like the Kids Online Safety Act,” Hinkle said.
