He said those groups were also prepared to respond to Israeli military operations against that facility. Israeli forces have surrounded Gaza City's Al Shifa hospital, the biggest in the enclave, which they say sits atop an underground headquarters of Hamas militants. The fate of Al Shifa in particular has become a focus of international alarm, including from Israel's closest ally, the United States.

If the purchase is finalized it will have bought back about 6 million barrels. Last month the Energy Department said it hopes to buy 3 million barrels for December delivery and another 3 million for January at the higher price. It said it expects to issue additional oil purchase solicitations for the reserve on a monthly basis through at least May 2024.

In 2022, Congress passed the Inflation Reduction Act barring $7,500 in future consumer EV tax credits if any battery components are manufactured or assembled by a "foreign entity of concern." The foreign entity of concern rules come into effect in 2024 for completed batteries and 2025 for critical minerals used to produce them. A key decision in the guidance is whether Ford Motor Co's (F.N) deal to license the technology of Chinese battery manufacturer CATL (300750.SZ) for use in Ford-owned U.S. battery plants will meet the Treasury's standards to access the tax credits.

Moody's changed the U.S. credit outlook to negative from stable on Friday, citing larger fiscal deficits and a decline in debt affordability. Moody's typically "resolves" an outlook, meaning in case of a negative outlook it either brings it back to stable or goes ahead with a rating downgrade, within 18 to 24 months, he said. But the process may take longer and will depend on fiscal policy measures that will be taken. Moody's lower outlook comes after a bond selloff that has pushed long-term Treasury debt yields to levels not seen since 2007 in recent weeks. An environment of higher interest rates will likely result in higher interest payments and higher deficits, said Foster.

WASHINGTON, Nov 8 (Reuters) - A U.S. military MQ-9 drone was shot down on Wednesday by Yemen's Houthis, two U.S. officials and the Iran-aligned Houthi movement said. While U.S. drones have been shot down by Houthis in the past, this incident comes at a particularly tense time in the region. The U.S. officials, speaking on the condition of anonymity, said the drone, made by General Atomics, had been brought down off the coast of Yemen. In a statement, a Houthi military spokesperson said they shot down the drone in airspace over Yemeni territorial waters. Last month, a U.S. Navy warship intercepted four cruise missiles and more than a dozen drones launched by the Houthis from Yemen headed toward Israel.

CAIRO, Nov 6 (Reuters) - Yemen's Houthis launched a new batch of drones against sensitive targets inside Israel on Monday, according to a statement from their armed forces broadcast by TV channel Al Masirah. The statement said the targets of the drones were "varied and sensitive" and led to halting the movement in the targeted bases and airports for hours.
