Most of the nation's power lines are above ground because its cheaper to do it that way. But more utilities have been burying power lines in response to bigger and more destructive natural disasters. That fire was started by lightening, not PG&E's power lines, but it is a reminder of the lasting damage that wildfires can cause. The Public Utilities Commission is considering two other plans that would include both burying power lines and using protective coverings. While burying power lines is the most effective way to prevent wildfires, it is not a quick fix.

Rite Aid filed plans to close 154 stores on Monday as part of its Chapter 11 bankruptcy. Rite Aid is the smallest of the three major drugstore chains, well behind CVS and Walgreens. Rite Aid was expected to close stores as part of its bankruptcy. The three Sacramento family members pleaded guilty to conspiring to transport the devices in return for more than $38 million. Tou Sue Vang also pleaded guilty to 39 charges related to money laundering, prosecutors said. Catalytic converters are easily stolen and contain precious metals including platinum. “The black-market price for catalytic converters can be above $1,000 each.”California accounts for 37% of catalytic converter theft claims nationwide, with about 1,600 reported stolen each month, federal prosecutors said.

In March, the Democratic governor announced a plan to gift several California cities hundreds of tiny homes by the fall to create space to help clear homeless encampments that have sprung up across the state’s major cities. More than 171,000 homeless people live in California, making up about 30% of the nation’s homeless population. The state has spent roughly $30 billion in the last few years to help them, with mixed results. Officials also pointed to a new law signed by Newsom in July to streamline construction of tiny homes. “It’s going to help thousands of people who are going to benefit because of the comprehensive nature of the approach here.”Sacramento and the state have also agreed to place the other 175 tiny homes at the California state fairgrounds.

Gavin Newsom rejected a bill on Sunday that would have made free condoms available all public high school students, arguing it was too expensive for a state with a budget deficit of more than $30 billion. California had about 1.9 million high school students enrolled in more than 4,000 schools last year, according to the California Department of Education. “This bill would create an unfunded mandate to public schools that should be considered in the annual budget process,” Newsom wrote in a message explaining why he vetoed the bill, known as Senate bill 541. The bill would have required all public schools that have grades nine through 12 to make condoms available for free to all students. It would have required public schools with grades seven through 12 to allow condoms to be made available as part of educational or public health programs.

SACRAMENTO, Calif. (AP) — Large businesses in California will have to disclose a wide range of planet-warming emissions under a new law Gov. The law requires more than 5,300 companies that operate in California and make more than $1 billion in annual revenues to report both their direct and indirect emissions. This was Democratic State Sen. Scott Wiener's third attempt to get the sweeping emissions disclosure rules passed in California. But the new California mandates will be go beyond that to make companies report a wide range of direct and indirect emissions. Under the California law, the state's Air Resources Board has to approve rules by 2025 to implement the legislation.

"Many participants reported that they have used the money to pay off debt, repair their car, secure housing, and enroll in a course," he said. Six months in, most who received money from the project were better off — significantly so, according to researchers at the University of Denver's Center for Housing and Homelessness Research. And the study also relied on participants self-reporting their situations in exchange for payments of up to $30. Smaller cities, such as Santa Fe, have also experimented with cash payments, as have rural areas, including upstate New York.
