The Department of Veterans Affairs has clawed back billions of dollars that countless veterans were given as incentives to leave the military, including when it needed to downsize, according to new data obtained by NBC News. Disabled veterans have been told in the last 12 fiscal years to return nearly $3 billion in special separation pay — lump-sum incentives that were offered when the U.S. had to reduce its active-duty force or release slightly injured service members, the data shows. The justification of the recoupment rule carried over in the 1990s when other forms of special separation payments — unrelated to disabilities — were authorized. Those payments, including the Special Separation Benefit (SSB), were designed instead to help the Defense Department manage its force size. He was told to pay back the money in 2017 after he filed for VA disability for PTSD and other conditions.

Wall Street traders think next week's earnings report from Nvidia is likely to give the chip stock another boost, according to one interpretation of options market pricing. A Piper Sandler research note on Thursday from Benson Durham and Melissa Turner said short-term options on Nvidia look expensive, but that high cost is tilted toward options that serve as bets the stock will rise. So, expensive NVDA options in general don't connote very much investor angst heading into the release," the Piper Sandler report said. The market optimism about Nvidia extends beyond the immediate period after the earnings report, according to Piper Sandler. The Piper Sandler researchers did not take a fundamental position on Nvidia's earnings report.

CNN —A manhunt is underway after three people were killed and four severely injured during a stabbing attack in the western German city of Solingen, police told CNN. The attacker is on the run and police are treating the incident as a terror attack, said a German police spokesperson. “This evening, all of us in Solingen are experiencing shock, horror, and great sadness,” The city’s mayor, Tim Kurzbach, wrote on Solingen’s Facebook page. According to the festival’s website, Friday was the start of the three-day “Festival of Diversity,” which would include music, food, performances, and family-friendly entertainment. Bergisch Symphony Orchestra, the shared orchestra for the cities of Solingen and Remscheid, was scheduled to play on the main stage on Friday.

That waiting game has only intensified with a potential interest rate cut in sight. The home improvement retailer said it now expects full-year comparable sales to decline by 3% to 4% compared to the prior fiscal year. It had previously expected comparable sales, a metric that takes out the impact of store openings and closures and other one-time factors, to decline about 1%. Total sales are expected to increase between 2.5% and 3.5% including a 53rd week in the fiscal year and approximately $6.4 billion in sales from SRS. In an interview with CNBC, Chief Financial Officer Richard McPhail said Home Depot has contended with consumers who have a "deferral mindset" since the middle of 2023. It marked the seventh consecutive quarter of negative comparable sales at Home Depot.

The mother of a newborn baby discovered dead in a dumpster in California nearly 40 years ago has been arrested, accused of murder after she was identified using DNA technology. The newborn baby girl was found by a man rummaging for recyclables in a dumpster behind a business in the 5400 block of La Sierra Avenue in Riverside on Oct. 13, 1987, Riverside Police said. The department was aided by Season of Justice, a nonprofit that provides financial aid for investigative agencies and families to solve cold cases using DNA analysis and forensic genealogy. Avila, who was 19 at the time of the child’s death, was located across the country in Shelby, North Carolina. “Thanks to the persistent efforts of our investigators and partners, this victim now has an identity, bringing resolution to the case,” Riverside Police Chief Larry Gonzalez said in a statement.

CNN —Cold case investigators have arrested a 55-year-old woman in North Carolina in connection with the death of a newborn girl found in a California dumpster 37 years ago, according to the Riverside Police Department. Through DNA testing, detectives identified the baby’s mother as Melissa Jean Allen Avila, police said in a Thursday news release. In 2020, the department’s new homicide cold case unit reopened the case. “Othram assisted with investigators’ reference testing efforts using (a method of testing that) allows investigators to infer kinship in closely and distantly related individuals,” the company said. “Thanks to the persistent efforts of our investigators and partners, this victim now has an identity, bringing resolution to the case,” Riverside Police Chief Larry Gonzalez said.

Expensive Big Mac meals and fears of surge pricing at grocery stores have put food chains and consumer product companies in politicians' crosshairs. Democrats — particularly those like Casey who are trying to win races in competitive swing states — are trying to capitalize on frustration against companies over inflation. Secret Service agents taped over a security camera and broke into a Massachusetts hair salon while securing the area for a Kamala Harris campaign event, according to the salon's owner. The American Red Cross is facing an emergency blood shortage after the national supply fell by more than 25% since July 1. The organization said Monday that extreme temperatures and oppressive heat waves impacted almost 100 blood drives last month, in almost every state where the Red Cross collects blood. Blood donations typically slow down during the summer because of travel and other seasonal activities, but the Red Cross said extreme heat exacerbated the challenge, contributing to a shortfall of more than 19,000 blood donations in July. Type O blood is routinely in short supply because type O positive is the most common blood type, and type O negative is the universal blood type needed for emergency transfusions. Those who donate by Aug. 31 will receive a $20 Amazon gift card, the Red Cross said.
