Jerusalem CNN —Israeli officials believe Hamas’ latest response will enable the two parties to enter detailed negotiations to reach an agreement, the source said. Israel and Hamas appear to be on the brink of a framework agreement for a ceasefire and hostage release deal, an Israeli source familiar with the negotiations said. Hamas has confirmed that they passed their response on an Israeli proposal to mediators Qatar and Egypt, repeating their demand for a complete ceasefire. “We have put forward some demands that achieve securing access to a complete ceasefire and the withdrawal of Israeli forces,” Basem Naim, a member of Hamas’ political bureau, told CNN on Wednesday. “Israel is evaluating the remarks and will convey its reply to the mediators,” the Mossad statement said without providing any additional details.

According to Zhovkva, Kyiv’s number one tool to end hostilities is through a second peace summit, which Ukraine is already preparing for. “We are saying that Ukraine will draft its peace plan, a roadmap for establishing peace in Ukraine. Orban also stated his desire to improve relations between Budapest and Kyiv, which have been strained by the Hungarian leader’s close relationship with Putin. Tuesday’s meeting comes as Orban and Hungary take control of the EU Council’s rotating presidency, which changes every six months. The agenda for that event is expected to be dominated by long-term plans to support Ukraine and conversations about its eventual accession to the alliance.

The Youngest Pandemic Children Are Now in School, and StrugglingThe pandemic’s babies, toddlers and preschoolers are now school-age, and the impact on them is becoming increasingly clear: Many are showing signs of being academically and developmentally behind. But the impact on the youngest children is in some ways surprising: They were not in formal school when the pandemic began, and at an age when children spend a lot of time at home anyway. Researchers said several aspects of the pandemic affected young children — parental stress, less exposure to people, lower preschool attendance, more time on screens and less time playing. The youngest students’ performance is “in stark contrast” to older elementary school children, who have caught up much more, the researchers said. Sarrah Hovis, a preschool teacher in Roseville, Mich., has seen plenty of the pandemic’s impact in her classroom.

At least 18 people were killed and dozens of others were wounded in a series of suicide bombings on Saturday afternoon in northeastern Nigeria, including at a wedding and a funeral, according to local officials and the police. The victims included children and pregnant women, Mr. Saidu said. Some Nigerian news outlets reported that at least 30 people had been killed. As of Sunday morning, no group had claimed responsibility for the bombings. The blasts resembled previous attacks carried out by Boko Haram, whose fighters have killed tens of thousands in Nigeria and whose aggression in the region has led to the displacement of more than two million people.

And while they might look minor in isolation, taken together these incidents amount to what security experts say is Russia’s hybrid war on the West. Thornton said Russia was resorting to a campaign of sabotage as an alternative to a full-on war with NATO, which would be disastrous for Russia. Article 5 is the cornerstone principle that an attack on one member of NATO is an attack on all members. Danylyuk said the Russian security apparatus doesn’t shy away from using criminals to do its dirty work, tapping into its links with international organized crime. Some time over the past few decades, a strange thing happened: We started treating chefs as temperamental rock stars and restaurants as a barometer of cultural vitality. But with growing cultural importance came heightened scrutiny of the restaurant industry’s failings: poor pay, punishing hours, a toxic culture of macho aggression and brutality. Into this environment in 2022 came “The Bear,” a show that seemed both forged in the fire of the food world’s worst excesses and determined to seek a way out of the inferno. But the televised fantasy of a better, more moral restaurant culture — with better, more moral chefs — is part of what makes the show such intoxicating entertainment. Carmy exhibits both the worst and the best elements of the tortured chef-genius archetype.

The technology to store renewable energy for long periods hasn’t quite been mastered, either. The interconnector would send renewable energy both east and west, taking advantage of the sun’s diurnal journey across the sky. The transatlantic interconnector is still a proposal, but networks of green energy cables are starting to sprawl across the world’s sea beds. They are fast becoming part of a global climate solution, transmitting large amounts of renewable energy to countries struggling to make the green transition alone. Not all of them carry renewable power exclusively — that’s sometimes determined by what makes up each country’s energy grid — but new ones are typically being built for a green energy future.

Putin became the first Russian leader to visit North Korea in a quarter of a century this week, cementing an alliance with the pariah state. The incident on Monday is the latest "gray-zone" skirmish in the South China Sea, where China has increasingly used nonlethal but highly provocative measures to harass other countries there. China has claimed sovereignty over the South China Sea for decades, a claim that was roundly rejected in the Hague in 2016. On Saturday, it enacted a law allowing its Coast Guard to seize foreign ships suspected of trespassing, CNN reported. It comes after several other aggressive acts from Beijing in the South China Sea in recent months, involving lasers, water cannons, maritime militias, and even the alleged poisoning of fishing waters.
