With Israel continuing to warn that it plans a ground invasion of Rafah, the southernmost city in Gaza, South Africa has asked the International Court of Justice in The Hague to issue new constraints on Israel’s military offensive to prevent genocide. In December, South Africa filed a case with the International Court of Justice, the U.N.’s highest court, accusing Israel of genocide and asking the court to step in with emergency orders. In response, the court ordered Israel last month to ensure that its actions would not lead to genocide and to increase humanitarian aid to Gaza. Under court rules, the judges will have to consider South Africa’s request as a matter of priority. Prime Minister Benjamin Netanyahu of Israel is on his last legs, it is widely believed, and will be forced to relinquish his post once the war against Hamas in Gaza ends. And he has defied President Biden on American efforts to create a postwar path to a two-state solution, with a demilitarized Palestine alongside Israel. While opposition to a Palestinian state is popular among Israelis, defiance of Washington is considered risky. But Mr. Netanyahu, 74, known everywhere as “Bibi,” has been a remarkable dancer through the complicated choreography of Israeli politics, having survived many previous predictions of his downfall. And new elections in Israel are not legally required until late October 2026.

Israel and Hezbollah each have lessons from their last war, in 2006, a monthlong conflict that ended in a draw. A United Nations resolution ending the war called for withdrawal of Israeli forces from Lebanon and a demilitarized zone on Lebanon's side of the border. Israeli political and military leaders have warned Hezbollah that war is increasingly probable unless the militants withdraw from the border. In Gaza, Mr. Netanyahu is leading a military campaign to defeat Hamas and free the remaining Israeli hostages captured during the Oct. 7 attack on Israel. In Israel, polls show the prime minister would easily lose an election if one were held tomorrow. To burnish his legacy, he is pushing for a landmark peace deal with Saudi Arabia, a long-term strategic goal for Israel. Saudi Arabia, however, will not normalize ties without an Israeli commitment to a two-state solution.
