Six weeks before an Army reservist fatally shot 18 people in Lewiston, Maine, the police received alarming warnings that the reservist had grown increasingly paranoid, had punched a friend and had said he was going to carry out a shooting spree. But no law enforcement officials ever made contact with him, according to records released on Monday. The warnings about the reservist, Robert R. Card II, 40, were far more explicit than Maine officials have publicly acknowledged in the wake of Wednesday’s shooting, America’s deadliest mass shooting this year. They came from Mr. Card’s family members and his Army Reserve unit in Saco, Maine, and were investigated by the Sheriff’s Office in Sagadahoc County, where he lived. The Reserve also told the Sheriff’s Office that Mr. Card had been treated at a psychiatric hospital for two weeks in July before being released.

Officials say the public can also play a critical role in this effort. A perverse byproduct of the rise in mass shootings is that it’s given investigators more and more useful information with which to draw a portrait of the typical killer. Gibson firmly believes some mass shootings can be prevented because mass shooters often follow a predictable pattern. While most mass shooters do not suffer from serious psychiatric illness, they can be troubled or distressed in some way. Ultimately, what makes the US so exceptional when it comes to mass shootings is how pervasive guns are.

A warrant has been issued for the arrest of Robert Card, 40, of Bowdoin, Maine on multiple counts of murder. Card is considered armed and dangerous and should not be approached under any circumstances, police said. Residents in Androscoggin County and northern Sagadahoc County were under shelter in police orders and had been told to lock their doors as federal, state, county and municipal law enforcement searched for Card, police said. As recently as this summer, Card suffered from mental health issues, law enforcement and Defense Department officials told NBC News.
