China and India have not reduced coal generation for electricity, according to a new study, making it harder for Asia's largest carbon emitters to reach their climate targets. While both Asian countries have ambitious plans to cut emissions, heavy reliance on coal — the dirtiest fossil fuel — continues to be the most reliable and affordable way of meet rising electricity demand. A New York court on Friday struck down a Long Island county order that barred transgender women from playing on women’s sports teams at county-owned sports facilities. The case had raised questions about whether the ban was legal under the state’s human rights law. But the ruling on Friday by Justice Francis Ricigliano of Nassau County Supreme Court turned on a technical issue: The county executive, Bruce Blakeman, had “acted beyond the scope of his authority as the chief executive officer of Nassau County” when he imposed the ban, Justice Ricigliano said. The right to pass such laws is reserved for legislative bodies, and chief executives of local governments cannot “unlawfully infringe” on those rights, the ruling stated. A college of supposedly conservative cardinals elected a surprisingly liberal pope. It seemed as though liberal Catholicism had been merely hibernating, awaiting a new pope, a new spring. But lately, in both Rome and the United States, I’ve had conversations with well-informed Catholics in which the old conservative confidence has made a comeback. The fear that the next pope might be another liberalizer, younger and more ambitious than Francis, has largely receded. This new confidence reflects a specific reading of the waning years (or what are probably the waning years) of the Francis pontificate.

New York CNN —The state of Maryland is about to get an insurance payment of $350 million related to the collapse of the Francis Scott Key Bridge in late March, according to the broker handling its policy on the structure. The payment would come from insurer Chubb, which has a $350 million limit on the policy it had written on the bridge, according to Henry Daar, head of property claims, North America for WTW, the broker on the policy. The payment will be made soon rather than waiting for the construction of a new bridge to begin, a process that could be years away. The accident temporarily closed much of the operations of the Port of Baltimore, trapping ships in the port. The planned payment by Chubb was first reported Thursday by the Wall Street Journal.

CNN —Authorities have recovered the body of a fifth victim in the Baltimore bridge collapse five weeks ago, officials said Wednesday. A 213-million-pound cargo vessel slammed into the Francis Scott Key Bridge on March 26, crippling the structure and killing six workers repairing potholes on it. The six construction workers were immigrants from Honduras, El Salvador, Mexico and Guatemala. “Maryland State Police investigators along with officers from the Maryland Transportation Authority Police and the FBI responded to the scene and recovered the body of a fifth construction worker inside a red truck,” he added. Attorneys representing the families of two deceased workers and a victim who survived the fall have started their own investigation.
