The Joint Typhoon Warning Center (JTWC) said it packed top wind speeds of 130 kilometers per hour (80 mph), the equivalent of a Category 1 Atlantic hurricane. The administration on Monday issued a red typhoon warning, its most severe alert, warning of gale force winds, heavy rainfall and coastal floods in large swathes of eastern China. The typhoon is expected to quickly weaken into a tropical storm as it moves inland toward the west. Bebinca is the second major storm to hit China this month, following deadly Super Typhoon Yagi, the world’s second most powerful tropical cyclone so far this year. Shanghai is generally not in the direct path of strong typhoons, which typically make landfall further south in China.

Gunmen killed 14 people in a Shiite-majority area in central Afghanistan, the Taliban said Friday, in one of the deadliest attacks in the country this year. A machine gun was used in the assault, the ISIS group said. The U.N. mission in Afghanistan said the attack resulted in numerous deaths and injuries to members of the Shiite community. A U.N.-appointed rights expert for Afghanistan, Richard Bennett, said he was alarmed by the spate of IS-claimed attacks. Three men in South Africa are accused of killing two women and feeding their bodies to pigs on their farm in a case that has outraged the public. The men appeared in court Tuesday in the northern province of Limpopo. Several political parties protested outside Mankweng Magistrates Court, calling for the men to be denied bail and face the harshest possible sentence. The South African Human Rights Commission called on the public not to take the law into their hands in retaliation. Violent crimes on South Africa’s farms have been a concern for years, including the killing of farmers by criminals and farmers’ abuse of workers.

HANOI, Vietnam — A flash flood swept away an entire hamlet in northern Vietnam, killing 22 people and leaving dozens missing as deaths from a typhoon and its aftermath climbed to 141 on Wednesday. Vietnamese state broadcaster VTV said the torrent of water gushing down from a mountain in Lao Cai province Tuesday buried Lang Nu hamlet with 35 families in mud and debris. Floods and landslides have caused most of the deaths, many of which have come in the northwestern province of Lao Cai, bordering China, where Lang Nu is located. Lao Cai province is also home to the popular trekking destination of Sapa. Many roads in the province were blocked by landslides and unrelenting rainfall, said Sapa tour guide Van A Po.

BEIJING — China's exports rose by 8.7% year-on-year in U.S. dollar terms in August, according to the customs agency. That was higher than the forecast for growth of 6.5% year-on-year in U.S. dollar terms, according to a Reuters poll. Imports grew by 0.5%. In July, exports rose by 7% from a year ago, while imports increased by a more-than-expected 7.2%. China's imports from Russia fell by 1%, while exports rose by 10%, the data analysis showed.
