Sandu's ruling Party of Action and Solidarity (PAS) won more than 40% of the votes cast for mayors, city councillors and district and village councils nationwide. It won mayoral seats in the first round of voting in 240 of 898 villages, towns and cities. Those victories were mostly in rural areas and its candidates did not win control of the big cities. A pro-Russian political party linked to Shor was barred on security grounds from taking part in the elections.

(Reuters) - Ukraine expects a "positive" European Union appraisal of its progress on the path towards eventual EU membership in a report due this week, a senior government minister said on Monday, adding that Kyiv had carried out all the reforms required of it. Deputy Prime Minister Olha Stefanishyna was speaking in an interview with Reuters before the executive EU Commission publishes the report on Wednesday. Kyiv hopes it will recommend that EU leaders decide in December to open formal accession talks with Ukraine. The Commission said in June that Ukraine had met two out of seven conditions the EU had set to start the membership talks. "I think for the purposes of the assessment when it comes to the seven steps, everything which has been agreed has been implemented and done," Stefanishyna said.

Nov 6 (Reuters) - A large group of Russia's former Wagner mercenaries has started training with special forces from the southern Russian region of Chechnya, Chechen leader Ramzan Kadyrov said on Monday. Kadyrov said in a message on Telegram that a big group of ex-Wagner fighters was undergoing intensive training with his own Akhmat special forces. He published a video, accompanied by stirring music, showing soldiers in combat training, including some wearing Wagner insignia on their uniforms and masks over their faces. Kadyrov said the drills included shooting, field medicine and training for snipers, machine gunners, sappers and artillerymen. It was not clear how many Wagner men were taking part or whether any of them would stay on with the Chechen forces after the training was over.

"President Raisi will attend the Organisation of Islamic Cooperation' (OIC) summit in Riyadh, where the issue of Palestine will be discussed," the Iranian website reported. TOKYO, Nov 6 (Reuters) - Tokyo residents dashed for cover inside a train station on Monday as part of the first missile evacuation drill in the capital for years as Japan frets over the growing threat from nearby North Korea. Japan has held more than a dozen such drills nationwide this year, though Monday's drill was the first in Tokyo since 2018. The participants, wearing bibs, were divided into groups at a train station and a park. When the test missile alert was sounded, police and disaster prevention officials with loudspeakers hurried the groups to designated shelter areas where they crouched down with their hands over their heads. A few dozen anti-war demonstrators gathered in front of the train station where the drill took place, chanting and holding signs that read "Missile drill is preparation for war" and "Diplomatic dialogue instead of missile drills".

ANKARA, Nov 6 (Reuters) - U.S. Secretary of State Antony Blinken met Turkish counterpart Hakan Fidan in Ankara on Monday to discuss efforts to expand humanitarian aid in Gaza, and to prevent the war between Israel and militant Palestinian group Hamas from spreading. The meeting between Blinken and Fidan lasted two and a half hours, a U.S. State Department official said. No talks took place between Blinken and Turkish President Tayyip Erdogan, who has criticised Washington over its "unlimited support to Israel". Blinken said at the airport that the United States has made some good progress on humanitarian assistance to Gaza. As Blinken met Fidan in Ankara, dozens of people gathered outside the foreign ministry building to protest U.S. support for Israel.

PARIS, Nov 6 (Reuters) - France will send dozens of armoured vehicles to the Lebanese army so it can properly carry out patrol missions in the country, France's defence minister said in remarks published on Monday. "We will pursue our partnership with military equipment, notably for the transport of troops protected by armour, which is key to maintain patrols," he said, adding that several dozen armoured vehicles would be given to the Lebanese army soon. "Our support for the Lebanese army is for the long-term whatever the current difficulties," Lecornu added. Paris will also provide medicines and is setting up a joint programme to purchase medical supplies at reasonable prices for the Lebanese army in the future, he said. France has sought to use its historical relationship with Lebanon to try to defuse tensions between Israel and Hezbollah, but violence has spiked.

The agreement with ERC included "an amnesty for all", the Catalan party's chairman Oriol Junqueras told reporters, without elaborating. Junts held a meeting in Brussels to decide whether to back Sanchez's investiture, but it ended without an agreement with the PSOE, said a Junts source.
