CARACAS (Reuters) - Venezuelans will vote on Dec. 3 in a referendum on "the rights" over a potentially oil-rich territory in dispute with its neighbor Guyana, authorities said on Friday. Both countries have been involved in a long-running dispute over their borders. Venezuela protested an oil tender announced by Guyana in September, arguing that the offshore areas are subject to dispute and the companies awarded the fields will not have the rights to explore them. The approximately 160,000 square kilometers under dispute along the countries' borders is mostly impenetrable jungle, and known as the "Esequiba region." Venezuela's claims extend over the territory was reactivated in recent years after the discovery of oil and gas near the maritime border.

"Policy predictability has been restored after heightened volatility last year around the mini-budget," the ratings agency said, affirming the country's rating at "Aa3". The government borrowed 81.7 billion pounds ($99.35 billion) in the first half of the 2023/24 financial year, 15.3 billion pounds more than between April and September 2022, but about 20 billion pounds less than the government forecast in March. On Friday S&P affirmed its AA rating and stable outlook for Britain.

"The hurricane is likely near its peak intensity, although some small fluctuations cannot be ruled out today," the U.S. National Hurricane Center (NHC) said, with Norma still some 245 miles (394 km) away from the port city Manzanillo. The forecaster said Norma would likely begin weakening from Friday through the weekend, and approach land from late Friday. Baja California is home to the Los Cabos beach resorts. In the Atlantic, the NHC forecast tropical storm conditions across parts of the Lesser Antilles from Friday as Tropical Storm Tammy heads west at 15 mph (24 km), nearing the Leeward Islands "at or near hurricane intensity".

A project described as the "world's largest offshore wind farm" took a major step forward over the weekend after producing its first power. Located off the coast of northeast England in the North Sea, the Dogger Bank Wind Farm is being developed in three phases — A, B and C — and will have a total capacity of 3.6 gigawatts once fully up and running. "The project's first turbine at Dogger Bank A started turning and producing electricity at 8.37pm BST on Saturday 7 October," the Dogger Bank Wind Farm Project said in an announcement Monday. "Power from the first offshore wind turbine is now being transmitted to the UK's national grid via Dogger Bank's high-voltage direct current ... transmission system, marking the first-time use of HVDC technology on a UK wind farm," it added. Dogger Bank is using GE Vernova's huge Haliade-X turbines, which boast blades measuring 107 meters, or about 351 feet.
