For the past two decades, Liz Birenbaum’s 88-year-old mother, Marge, has received her Social Security check on the second Wednesday of each month. When the deposit didn’t arrive in January, they logged into Marge’s Social Security account, where they found some startling clues: the last four digits of a bank account number that didn’t match her own, at a bank they didn’t recognize. (Ms. Birenbaum requested to refer to her mother by her first name only to protect her from future fraud.) Ms. Birenbaum immediately started making calls to set things right. When she finally connected with a Social Security representative from a local office in a Bloomington, Minn., the rep casually mentioned that this happens “all the time.”

CNN —Intruders broke into a major port terminal in Haiti Thursday as violence in the country escalated after the government extended its state of emergency. It comes as Port-au-Prince’s Caribbean Port Services (CPS) terminal, a major player in Haiti’s food import supply chain, was broken into around 8 a.m., two security sources told CNN. CNN —A plane carrying Haitian Prime Minister Ariel Henry landed in Puerto Rico on Tuesday, its governor’s spokesperson told CNN, after days of speculation about his whereabouts as Haitian capital Port-au-Prince plunged into crisis over the weekend. Since last week, Port-au-Prince has been gripped by a wave of highly coordinated gang attacks on law enforcement and state institutions. The prime minister’s last appearance in public was in Kenya on Friday, before arriving today in Puerto Rico, per Mojica. CNN —A California man was arrested and charged Monday with allegedly smuggling potent, planet-heating greenhouse gases from Mexico, marking the first such prosecution in the US, according to a statement from the US Attorney’s Office for the Southern District of California. He is then alleged to have sold them for a profit on sites including Facebook Marketplace and OfferUp. These greenhouse gases are short-lived in the atmosphere, but powerful — some are thousands of times more potent than carbon dioxide in the near-term. “The illegal smuggling of hydrofluorocarbons, a highly potent greenhouse gas, undermines international efforts to combat climate change,” said David M. Uhlmann, the assistant administrator for the EPA’s Office of Enforcement and Compliance Assurance.
