BRASILIA, Jan 21 (Reuters) - Brazilian President Luiz Inacio Lula da Silva fired the army commander, General Julio Cesar de Arruda, on Saturday, a source with knowledge of the matter said. His replacement will be General Tomas Miguel Ribeiro Paiva, army commander of the southeast, the source said. Brazil's army and the Ministry of Defense did not immediately comment on the matter. Lula said this week that intelligence services failed on Jan. 8, when government buildings in Brasilia were stormed by supporters of far-right former President Jair Bolsonaro. Lula has said recently that his government would purge hardcore Bolsonaro loyalists from the security forces.

SAN JUAN, Puerto Rico — The governing board of the Puerto Rico Electric Power Authority, the public corporation currently in charge of energy generation on the island, approved a contract that brings the U.S. territory one step closer to privatizing power generation. Less than 4% of Puerto Rico’s power generation currently comes from renewable energy. Power generation units in Puerto Rico are on average about 45 years old, twice those of the U.S. mainland. As part of the ongoing privatization process, the Puerto Rico Electric Power Authority relinquished the island’s power transmission and distribution system to Luma Energy. It’s unclear whether privatizing power generation would have any impact on such efforts.

The United States had offered a $5 million reward for information leading to the arrest or conviction of Ovidio. Local government urged people to stay indoors and said schools and administrative offices were closed due to the violence. "We ask the citizens of Culiacan not to leave home due to the blockades that have occurred in different parts of the city," Culiacan Mayor Juan de Dios Gamez wrote on Twitter. Joaquin Guzman, 65, was convicted in New York in 2019 of trafficking billions of dollars of drugs to the United States and conspiring to murder enemies.
