CNN —North Korea is expanding a weapons plant that manufactures missiles used by Russia against Ukraine, according to new research from a US-based think tank. Located in the country’s second-largest city, Hamhung, the factory has been visited several times by North Korean leader Kim Jong Un, with North Korean state media previously touting its mass-production of tactical missiles. Attacks on Ukraine with KN-23 missilesRussia has fired about 60 North Korean KN-23 missiles (Hwasong-11A) at Ukraine this year. And strikes using North Korean missiles have killed at least 28 people and injured 213 this year, the Ukrainian prosecutor general told CNN last week. Last week, the Justice Department and a group of states presented the judge with a plethora of proposed remedies. It would also be barred from making itself the default search engine on its own products and disallowed from preferring its own products in search results. The test for a successful remedy is whether the market becomes more competitive, with higher output or a better experience for consumers. At this point, the Justice Department has not sufficiently explained why its proposed actions are an appropriate remedy. Some of the proposals were not addressed at any length in the judge’s opinion in the Google trial at all.

It’s official: A legal settlement that will rewrite the way many real estate agents are paid in the United States has received its final approval from a federal judge. Judge Stephen R. Bough of the Western District of Missouri on Tuesday approved an agreement between the National Association of Realtors and a group of home sellers who sued the real estate trade group over its longstanding rules on agents’ commissions, which they say forced them to pay excessive fees. It was the last step in an eight-month process that was set in motion when N.A.R., the nation’s largest trade association, agreed to the landmark deal on March 15. It was also largely a formality — Judge Bough gave preliminary approval to the agreement on April 23, and the rule changes detailed in the settlement took effect on Aug. 17, forcing agents across the country to begin adjusting how they do their jobs.

Orange said it's working with OpenAI and Meta to develop custom AI models built on their respective Whisper and Llama open-source AI models — openly available systems that can be adapted to meet specific needs — that can understand West African languages not understood by most conversational systems. The open-source AI models will be provided externally by Orange with a free license for non-commercial uses including public health and education, the company said. Orange plans to expand its custom AI model initiative to eventually cover all 18 West African countries. In addition to using AI systems to improve customer service, Orange is also using the tech to improve a core part of its business: mobile networks.

Executing a DST 1031 exchange, in which you sell a property and reinvest the proceeds into a Delaware Statutory Trust (DST), not only allowed him to defer capital gains tax — it also released him from landlord responsibilities. For the third year in a row, Minnesota residents have the highest credit scores in the U.S. with an average VantageScore credit score of 726, a recent report from WalletHub finds. Mississippi residents have the lowest average credit score of 672, but despite the 54-point difference, both the highest and lowest average scores qualify as "good," according to VantageScore's model. For one, Minnesotans carry relatively low average credit card balances, compared with the rest of the U.S., Bankrate reports. As President-elect Donald Trump’s choice to lead the CDC, Dave Weldon, a former congressman from Florida and a physician, is positioned as an important anti-vaccine ally for Robert F. Kennedy Jr., Trump's pick for health secretary. The CDC is responsible for tracking and responding to infectious diseases, developing vaccine guidelines, collecting and analyzing health data and managing public health emergencies. The CDC provides vaccine recommendations for the public, including the pediatric vaccine schedule, which is followed by schools and parents. “This puts CDC, and HHS, in the driver’s seat for determining vaccine recommendations going forward,” she said. Gavin Newsom said the state will provide rebates to residents if President-elect Donald Trump's incoming administration does away with a federal tax credit for electric vehicles. "We will intervene if the Trump Administration eliminates the federal tax credit, doubling down on our commitment to clean air and green jobs in California," Newsom said. The federal rebates on new and used electric vehicles were implemented in the Inflation Reduction Act that President Joe Biden signed into law in 2022. Those potential changes could limit the federal rebates, including by reducing the amount of money available or limiting who is eligible. This isn't the first time California will be taking action against the Trump's administration concerning clean transportation legislation.

A senior Russian commander who was responsible for troops fighting in eastern Ukraine has been removed from his position, according to reports from several Kremlin-aligned news outlets. A DHL cargo plane crashed into a house in the Lithuanian capital, Vilnius, killing one person on board and injuring three passengers, authorities in the Baltic nation said Monday.
