KYIV (Reuters) - Ukraine's military said on Friday its operations had resulted in the destruction of a total of 15 Russian naval vessels in the Black Sea since the start of Russia's invasion and that 12 other vessels had been damaged. Ukraine has stepped up its attacks in the Black Sea and on Crimea, which Russia seized and annexed in 2014. Ukraine's military said its operations carried out in the Black Sea so far have included strikes on the Russian Black Sea Navy headquarters in Sevastopol and the shipyard in Kerch, which damaged a vessel that had not yet joined the fleet. In April 2022, shortly after the start of the war, Ukraine's forces said it hit the Moskva missile cruiser, flagship of Russia's Black Sea fleet, with domestically produced a Neptune anti-ship missile. Ukrainian President Volodymyr Zelenskiy recently said Kyiv had managed to shift the balance of power in the Black Sea, seizing the initiative from Moscow which regards Crimea as strategically vital to its interests.

MOSCOW, Nov 8 (Reuters) - Russian Foreign Minister Sergei Lavrov accused the West on Wednesday of provoking crises on the global oil and gas market by rushing to switch to green energy and imposing pressure on other countries to do the same. "In fact, the reasons for the negative phenomena in the energy sector were the irresponsible actions of the collective West, when it decided to force ... the green transition for itself and impose the same green transition on other countries that were simply not economically ready for it," Lavrov said in televised comments. He said Western boycotts of Russian energy in response to the war in Ukraine had "dealt a serious blow to global energy security. These steps led to the rupture of historical value chains, costly redistribution of global energy flows and rising transaction and logistics costs." His comments were in line with Moscow's long-running narrative that sanctions against Russia have been an own goal, and that Western countries have made a grave mistake in turning away from Russian energy.

MOSCOW, Nov 7 (Reuters) - Capital controls on certain Russian exporters that went into force last month may have the opposite of their intended effect in the long term, leading to a weaker and more volatile rouble, the Russian central bank said in a report on Tuesday. The rouble has strengthened from beyond 100 to the dollar since that decree was announced. The central bank's higher-than-expected hike in its main interest rate, to 15%, in late October has also helped. The bank also said in its report that it expected annual inflation to start coming down next spring due to Russians' increased savings and higher interest rates. Annual inflation in Russia is seen at 7.25% in the fourth quarter, compared to 6.00% in the third quarter, according to the bank's assessment.
