Ukraine on Saturday morning launched another missile attack on Sevastopol on the occupied Crimean Peninsula, a Russian-installed official said, a day after an attack on the headquarters of Russia's Black Sea Fleet left a serviceman missing and the main building smoldering. The Russian Defense Ministry initially said that Friday's strike killed one service member at the Black Sea Fleet headquarters, but later issued a statement that he was missing. It said the air force conducted 12 strikes on the Black Sea Fleet headquarters, targeting areas where personnel, military equipment and weapons were concentrated. Crimea has served as the key hub supporting Russia's full-scale invasion of Ukraine. Sevastopol, the main base of Russia's Black Sea Fleet since the 19th century, has had particular importance for navy operations since the start of the war.

Ukraine's intelligence chief, Kyrylo Budanov, told Voice of America on Saturday that at least nine people were killed and 16 others wounded as a result of Kyiv's attack on the Black Sea Fleet on Friday. The Russian Defense Ministry initially said that the strike killed one service member at the Black Sea Fleet headquarters, but later issued a statement that he was missing. It said the air force conducted 12 strikes on the Black Sea Fleet headquarters, targeting areas where personnel, military equipment and weapons were concentrated. Kyiv has repeatedly asked the Biden administration for Army Tactical Missile Systems (ATACMS) to help attack and disrupt supply lines, air bases and rail networks in Russian occupied territory. But the White House did not disclose any decision on ATACMS when Zelenskiy visited Washington on Thursday for talks with Biden, even as it announced a new $325 million military aid package for Kyiv. Reuters had previously reported the Biden administration was considering shipping ATACMS to Ukraine that can fly up to 190 miles (306 km). Zelenskiy thanked Biden on Thursday for the latest package of weaponry, including air defenses, saying "it has exactly what our soldiers need now."

The weapons aid package was expected to include the second tranche of cluster munitions fired by a 155 millimeter Howitzer cannon, the U.S official said. Ukraine got an initial tranche of M864 155 millimeter artillery rounds in July 2023. Sending 155 millimeter artillery rounds with cluster munitions has eased the drain on standard "unitary" 155 millimeter shells, which the U.S. also plans to include in this shipment. Since the Russian invasion in February 2022 the U.S. has sent more than $40 billion worth of security assistance to Ukraine.

RAMSTEIN AIR BASE, Germany (AP) — Defense Secretary Lloyd Austin urged allied defense leaders Tuesday to “dig deep" and provide more air defense systems for Ukraine, to help the country block increasing barrages of Russian missiles. “Air defense is saving lives,” Austin said as he opened the meeting of the Ukraine Defense Contact Group at Ramstein air base in Germany. “So I urge this group to continue to dig deep on ground-based air defense for Ukraine. President Volodymyr Zelenskyy and other Ukrainian leaders have repeatedly pushed for the longer-distance weapons. The Ramstein meeting also marks Milley's final session as U.S. joint chiefs chairman.

It’s true that the Ukrainian counteroffensive debuted with conspicuous setbacks and hasn’t advanced as much as hoped. Moreover, land seized by Russia earlier has been used to strike ever deeper into Ukraine, making restoring defensible borders an existential concern. But Kyiv got the ammunition needed to sustain the counteroffensive longer while awaiting expanded factory production of conventional shells in 2024. Putin miscalculated disastrously when he invaded in Ukraine, so he’s now hoping to outlast Western support for Ukraine to rescue what spoils he can. But failing to do so now could entail the US, Europe and Ukraine paying a much higher price later.

CNN —President Joe Biden is expected to make a final decision soon on sending long-range missiles to Ukraine for the first time, a major step recommended by the State and Defense departments after months of Ukrainian requests, people familiar with the discussions told CNN. Discussions about sending the long-range Army Tactical Missile Systems, also known as ATACMS, picked up substantially in recent weeks, the sources said. Currently, the maximum range of US weapons committed to Ukraine is around 93 miles with the ground-launched small diameter bomb. ATACMS missiles are fired from HIMARS rocket launchers, the same type of vehicle that launches the Guided Multiple Launch Rocket System (GMLRS) missiles that Ukraine already employs. “When we talk about long-range missiles for Ukraine, it is not just a whim, but a real need,” the head of Zelensky’s office, Andriy Yermak, said on Telegram on Monday.

Ukraine is currently equipped with 155 mm artillery with a maximum range of 18 miles carrying up to 48 bomblets. The GMLRS rocket system, a version of which Ukraine has had in its arsenal for months, would be able to disperse up to 404 cluster munitions. At present Ukraine has only one U.S.-furnished cluster munitions, the 155 mm rounds that were announced in July. Cluster munitions are prohibited by more than 100 countries. Russia, Ukraine and the United States have not signed onto the Convention on Cluster Munitions, which bans production, stockpiling, use and transfer of the weapons.

The US may send the Army Tactical Missile System to Ukraine, two officials told ABC News. The US has long been reluctant to send ATACMS, also known as the Army Tactical Missile System. Ben Hodges, a retired US general, previously told Insider that ATACMS would allow Ukraine to reach targets beyond Russia's defensive line and destroy headquarters and logistics sites. Ukrainian President Volodymyr Zelenskyy has long argued that his forces need the ATACMS to fight Russia. The US has resisted granting ATACMS to Ukraine, worrying that Russia's President Vladimir Putin could escalate the conflict.

The US is leaning towards sending Ukraine the ATACMS long-range missile, per a new report. ATACMS — a shortening of Army Tactical Missile System — has been one of Ukraine's most pressing requests, because its long range would open up Russian targets too distant to easily attack. The ATACMS is a long-range guided missile with a range of around 300 kilometers, or 190 miles, per its manufacturer Lockheed Martin. The "ATACMS' pinpoint accuracy helps minimize collateral damage," Jim Gribschaw, a director at Lockheed Martin said of the missile. Ukraine Foreign Minister Dmytro Kuleba called US military aid "the most profitable investment into world's security" during a joint news conference with US Secretary of State Antony Blinken in Kyiv on Wednesday. Kuleba said he and Blinken had “an open, sincere and friendly conversation” and reiterated that the US support for Ukraine is long-standing. “Anyone in the world who has doubted that Ukraine and the US will stand shoulder to shoulder until the end of this war have received a powerful signal today that they are wrong. We are moving forward together because we understand this war is not just about the future of Ukraine, but the future of the world,” he said. The leaders also ate at a McDonald’s in Kyiv, which had recently reopened.
