The National Weather Service issued a Red Flag warning until 6 p.m. Thursday – which is used to describe “extreme and life-threatening fire behavior.” The warning is expected to affect 27 million people in Southern California and the greater San Francisco Bay area. CNN —Firefighters are battling two fast-growing wildfires in Southern California Wednesday as the state experiences a “particularly dangerous” fire weather event. “Due to extreme wind conditions, fixed-wing aircraft are unable to assist in firefighting efforts,” VCFD posted. A rare “particularly dangerous situation” red flag warning, the most extreme form of fire weather warning, is also in effect for Southern California into Thursday. More than 11,000 Southern California Edison customers across five counties had power shut off Wednesday morning. A gust of 85 mph was recorded by Wednesday morning on Magic Mountain with gusts over 70 mph in the nearby Transverse Ranges in Southern California, according to the weather service.

On the campaign trail, Republican presidential candidate Donald Trump made a notable promise to retirees: No taxes on Social Security benefits. Any changes to Social Security would require at least 60 Senate votes, and Republicans would therefore need some Democratic support to pass those changes. "It's hard for me to imagine that Democrats would be willing to provide votes to get over that 60-vote threshold and weaken Social Security solvency," said Charles Blahous, senior research strategist at the Mercatus Center at George Mason University, who has also served as a public trustee for Social Security and Medicare. The Trump campaign has pushed back on those findings, calling the Committee for a Responsible Federal Budget "consistently wrong" in a statement to CNBC when the report was released. The Social Security trust fund used to help pay retirement benefits is projected to run out in 2033, according to the program's actuaries.

CNN —A rare letter signed by three of the founding fathers of the United States is going on sale, and is expected to fetch up to $1 million when it goes under the hammer next week. “An important expression of the emerging American policy of free trade, likely the only available example of any letter signed by all three of these Founding Fathers, the men most responsible for the Declaration of Independence,” said Bonhams in a listing on its website. Bidding starts at $550,000, and the letter is expected to fetch up to $1 million when it goes under the hammer on November 12. Objects and artifacts linked to the founding fathers often prove popular at auction, attracting astronomical bids. In 2017, manuscripts, personal letters and hundreds of other documents from founding father Alexander Hamilton’s desk sold for a total of $2.6 million at Sotheby’s in New York, according to the auction house.

New debt would go toward replacing hidden debt, the report said, noting that Finance Minister Lan Fo'an spoke at the meeting on the plan. Lan indicated at a press conference last month that an increase in the local debt limit was in the works. Local authorities in China have historically been responsible for much of public services spending, but have struggled financially as revenue from land sales to developers has dropped. China has about 50 trillion yuan to 60 trillion yuan (about $7 trillion to $8.45 trillion) in outstanding hidden debt, according to Ting Lu, chief China economist at Nomura.
