CNN —The Senate on Thursday confirmed career foreign service member Dennis Hankins to be US ambassador to Haiti, where widespread violence has brought social order to the brink of collapse. CNN —Moscow is ready to use nuclear weapons if there is a threat to the existence of the Russian state but “there has never been such a need,” President Vladimir Putin said in an interview with state media published Wednesday. Putin said that from a military and technical standpoint, Russia is ready for a nuclear war, though he didn’t say one was imminent. Dajabon, Dominican Republic CNN —The United States and other diplomatic missions have begun evacuating personnel from Haiti, as gang violence in the Caribbean nation’s capital Port-au-Prince continues to spiral. US Southern Command said the move was consistent with “standard practice for Embassy security augmentation worldwide.” No Haitians were on board the military aircraft, it added. Another source with knowledge of the operations told CNN there have been at least 12 helicopter evacuation flights into Port-au-Prince over the past three days, all evacuating diplomatic and humanitarian staff. However, shots fired nearby after the last flight’s take off on Sunday have called into question the viability of continuing the evacuation flights, the source said. The World Food Programme suspended its maritime transport services in Port-au-Prince from distributing aid across Haiti due to the instability.

WASHINGTON (AP) — Twenty-four Republican-led states filed a lawsuit Wednesday challenging a new Biden administration rule that sets tougher standards for deadly soot pollution. The EPA rule “will drive jobs and investment out of Kentucky and overseas, leaving employers and hardworking families to pay the price,” Coleman said. The soot rule is one of several EPA dictates under attack from industry groups and Republican-led states. Soot pollution has declined by 42% since 2000, even as the U.S. gross domestic product has increased by 52%, Regan said. The EPA said it will work with states, counties and tribes to account for and respond to wildfires, an increasing source of soot pollution, especially in the West.

On Tuesday, Thailand’s Justice Minister Tawee Sodsong confirmed to CNN Thaksin is one of 930 inmates who have been granted parole this month. WASHINGTON (AP) — The Biden administration is setting tougher standards for deadly soot pollution, saying that reducing fine particle matter from tailpipes, smokestacks and other industrial sources could prevent thousands of premature deaths a year. Soot pollution has declined sharply in the past two decades, even as the U.S. gross domestic product has increased by more than 50%, Regan said. Bakersfield tied with Visalia in California's San Joaquin Valley as the most polluted city for year-round particle pollution. Wildfires in the western U.S. were a major contributing factor to increased levels of particle pollution, the report said. Six of the 10 cities with the most soot pollution were in California, and two more were in the West: Medford, Oregon and greater Phoenix.
