☆ Floods Force Rescues in Iowa and South Dakota

More than a million people in the Upper Midwest were under flood warnings early Sunday morning, after days of heavy rain caused major flooding, forced evacuations and led to rescues in Iowa and South Dakota. The flood warnings were in place for rivers in parts of Illinois, Iowa, Nebraska, Minnesota, Nebraska, South Dakota and Wisconsin. Some of the warnings were scheduled to end later on Sunday; others were in effect until further notice. In Iowa, several rivers have been peaking above levels reported during a 1993 flood that left 50 dead across the Midwest, according to that state’s governor, Kim Reynolds. In South Dakota, torrential rain has fallen across the central and eastern parts of the state for three days, and some areas have received up to 18 inches.

The Food and Drug Administration on Friday authorized the first menthol-flavored electronic cigarettes for adult smokers, acknowledging that vaping flavors can reduce the harms of traditional tobacco smoking. The FDA said it authorized four menthol e-cigarettes from Njoy, the vaping brand recently acquired by tobacco giant Altria , which also sells Marlboro cigarettes. "This decision could mean we'll never be able to close the Pandora's box of the youth vaping epidemic," said Meredith Berkman, co-founder of Parents Against Vaping E-cigarettes. Njoy is one of only three companies that previously received FDA's OK for vaping products. Altria's data showed Njoy e-cigarettes helped smokers reduce their exposure to the harmful chemicals in traditional cigarettes, the FDA said.

CNN —Four instructors from Cornell College in Mount Vernon, Iowa, were injured in a “serious incident” while visiting a park in China on Monday, according to a statement from the school. The instructors were in China teaching as part of a partnership with a local university and had been accompanied to the public park by a faculty member of that partner institution, Cornell College President Jonathan Brand said in a statement to the college community. Brand did not name the partner institution in his statement, but school spokesperson Jen Visser confirmed the incident happened in Jilin City. New York CNN —Red Lobster wants to close several dozen more restaurants following its bankruptcy, and it has identified which ones are in danger of shutting down if the court approves its plan. The chain, which brought affordable shrimp and lobster to middle-class America and grew to become the largest seafood restaurant chain in the world, filed for bankruptcy last month. Red Lobster said that it had more than $1 billion in debt and less than $30 million in cash on hand. Part of its plan is to close some locations of its nearly 600 restaurants in the meantime. Royal Mail's parent company International Distributions Services said on Wednesday it had agreed to a 3.57 billion pound ($4.55 billion) formal takeover offer by Czech billionaire Daniel Kretinsky. The offer valued IDS, which owns Royal Mail and international parcels network GLS, at 370 pence per share. Royal Mail has been trying to transform itself into a parcel-led business as letter volumes declined sharply over the years. Kretinsky has said that private investment in Royal Mail was crucial given its challenging situation with poor service delivery, slow transformation and increasing competition. Any takeover bid for Royal Mail would be subject to "normal" national security scrutiny but it would not be opposed in principle, Finance Minister Jeremy Hunt said earlier.

Southwestern Iowa was reeling Wednesday after a destructive wave of storms, including a tornado, swept across the state the day before, leaving five people dead and at least 35 injured, the authorities said. The tornado devastated the city of Greenfield, where survey teams estimated it had wind gusts of up to 165 miles an hour, powerful enough to cause major damage to buildings. “It is just gut-wrenching,” Gov. Kim Reynolds said at a news conference on Wednesday morning in Greenfield, where large swaths of the town were destroyed by the tornado. “It is just horrific; it is hard to describe.”
