LONDON — Archbishop of Canterbury Justin Welby, the spiritual leader of the global Anglican church, resigned Tuesday after an investigation found that he failed to promptly report serial physical and sexual abuse by a volunteer at Christian summer camps. Welby said in a statement that he was stepping down "in sorrow" and "having sought the gracious permission of His Majesty The King." In his resignation letter, Welby acknowledged “personal and institutional responsibility” for “wrongly” believing that there wasn’t a need to make a formal report to police on the case in 2013. The church should have “properly and effectively” reported Smyth to the relevant authorities, the report found. A petition calling for Welby's resignation, created by members of the national assembly of the Church of England, the General Synod, had reached over 13,000 signatures at the time of his announcement on Tuesday.

Five new arrests have been made over the violence surrounding a soccer game last week involving an Israeli team, Dutch police said Monday. The five men are "suspected of public acts of violence against persons Thursday night," police in the Dutch capital Amsterdam said Monday. The violence has been condemned as targeted antisemitic attacks by authorities in Israel and the Netherlands, which authorities said saw small groups on foot and scooters commit hit-and-run assaults on Israeli fans. Another video verified by NBC News showed a brawl break out outside Amsterdam Central Station after the game, in what the photographer described as an attack by Israeli fans on local residents. Israel sent extra planes to bring the soccer fans home from Amsterdam, and has told Israeli fans not to attend cultural or sports events abroad this week.

The apology follows a report by a public inquiry in July that found some 200,000 children and vulnerable adults in state and faith-based care experienced some form of abuse from 1950 to 2019. “Today, I am apologizing on behalf of the government to everyone who suffered abuse, harm and neglect while in care. A bill to include a range of measures to improve safety in state care was to have its first reading in Parliament on Tuesday. The inquiry detailed a litany of abuses in state and faith-based care, including rape, sterilization and the use of electric shocks, which peaked in the 1970s. It also called for new legislation, including mandatory reporting of suspected abuse, including admissions made during religious confession.

Notice what these attackers aren’t saying. They aren’t denouncing Israeli policy or speaking up for Palestinian rights. They aren’t trying to make careful distinctions between Jews and Israelis. A great deal of attention has also been paid to some Israeli fans who pulled down a Palestinian flag, vandalized a taxi and, in Hebrew, chanted ugly anti-Arab phrases. As Leon Wieseltier pointed out years ago, this type of reasoning is not an explanation for antisemitism.

Britain's Prime Minister Keir Starmer speaks at a press conference, during his visit to the European Commission headquarters on October 2, 2024 in Brussels, Belgium. Prime Minister Keir Starmer said Britain would cut greenhouse gas emissions by 81% by 2035 as he committed the country to a more ambitious climate goal at the United Nations COP29 climate summit. The new goal is in line with a recommendation from a committee of climate advisers who said last month the target should exceed the current 78% cut to emissions, measured against 1990 levels. Starmer said the British public would not be burdened because of the new target, which excludes international aviation and shipping emissions. We're not going to start dictating to people what they do," he said.

SEOUL, South Korea — As foreign governments prepare to deal with a second Trump administration, at least one key U.S. ally is hoping to make headway on the fairway. Last month, the U.S. and South Korea agreed on a new five-year cost-sharing plan for the U.S. troops. Maintaining a strong security alliance with the U.S. is especially important for South Korea given the growing hostility from nuclear-armed North Korea. That in turn could lead South Korea and even Japan to consider whether they need nuclear weapons of their own. Stella Kim reported from Seoul, South Korea, and Jennifer Jett reported from Hong Kong.

Israeli Defense Minister Israel Katz said Sunday that his country has defeated Hezbollah and that eliminating its leader Hassan Nasrallah was the crowning achievement. “Now it is our job to continue to put pressure in order to bring about the fruits of that victory,” Katz said during a ceremony at Israel’s foreign ministry. Katz said Israel is not interested in meddling in internal Lebanese politics as Israel has “learned our lessons,” but that he hoped an international coalition would capitalize on this opportunity politically and that Lebanon would join other countries in normalizing relations with Israel. Meanwhile, Prime Minister Benjamin Netanyahu's spokesperson said Monday that the Israeli leader did approve the pager attacks that dealt a deadly blow to Hezbollah in September. The Israeli military, which has been engaged in cross-border fighting with Hezbollah since the start of the Gaza war in October 2023, at first declined to respond to questions about the detonations.

Dutch police said they took away more than 300 pro-Palestinian protesters who ignored a ban on demonstrations in Amsterdam on Sunday and detained 50 more following clashes involving Israeli soccer fans last week. In the Netherlands, protest organizers said in a message on Instagram that they were outraged by the “framing” of unrest around the match as antisemitic and called the protest ban draconian. Video showed Maccabi fans chanting anti-Arab slogans and pulling down Palestinian flags in the lead-up to the game. TOKYO — Lawmakers in Japan voted Monday to retain the embattled Shigeru Ishiba as prime minister despite his long-governing party’s dismal showing in parliamentary elections last month. Ishiba, a straight-talking former defense minister, received 221 votes compared with 160 for Yoshihiko Noda, leader of the opposition Constitutional Democratic Party. Many Japanese officials assume Trump is going to be “more straightforwardly anti-China,” and that Japan will be “somehow miraculously left off the hook,” he said. Though Japan has already pledged to double defense spending to 2% of gross domestic product by 2027, “that’s probably not going to be enough to satisfy Trump,” Boling said. While Abe was “extraordinarily skillful” in dealing with Trump, Ishiba has a different personality, Boling said.

Quick tip: New episodes of Yellowstone aren't currently on Paramount Plus or Peacock in the US. The short, possibly frustrating answer is that new episodes of Yellowstone aren't on Paramount Plus or Peacock in the US (but Paramount Plus does have the new episodes in Canada and the UK). The show airs on the Paramount Network, not CBS or Showtime, so Paramount Plus doesn't carry any episodes of Yellowstone. Additionally, Yellowstone is on Paramount Plus in the UK and Canada, which might be the source of some confusion, in addition to the name similarity between the Paramount Network cable channel and the Paramount Plus streaming service.
