Armoured vehicles move during "Noble Blueprint 2023" military exercise at Novo Selo military grounds, Bulgaria, September 26, 2023. Ukraine's President Volodymyr Zelenskiy also confirmed his forces used the ATACMS after his military reported on Tuesday striking two air bases in Ukrainian territory now controlled by Russia. Ukraine had repeatedly asked the U.S. administration for the ATACMS and pledged not to use inside Russia's territory. The Kremlin has said U.S. supplies of ATACMS missiles and Abrams tanks to Ukraine would not change the situation on the battlefield. Ukraine fired long-range ATACMS missiles for the first time after they were delivered by the U.S., Ukraine's Volodymyr Zelenskyy said in his nightly address Tuesday. "Today, special thanks to the United States. They are executed very accurately, ATACMS have proven themselves," he said, according to a Google translation of a transcript. The Wall Street Journal reported the news earlier Tuesday, citing people familiar with the matter. Ukraine has repeatedly said ATACMS are important to advance its difficult counteroffensive in Russian-occupied areas.

The missiles got into Ukraine within the last few days, said one of the U.S. officials. Their arrival at the warfront gives Ukraine a critical ability to strike Russian targets that are farther away, allowing Ukrainian forces to stay safely out of range. Because of lingering U.S. concerns about escalating tensions with Russia, the ATACMS version that went to Ukraine will have a shorter range than the maximum distance the missiles can have. The small number of missiles underscores the U.S. reluctance to send the powerful weapons. In July, the U.S. agreed to send thousands of cluster bombs to Ukraine.

The story of how that happened, as described by several administration officials, is more complex than a caricature circulating in Washington that Mr. Biden is cautious to a fault, and says no until the pressure is insurmountable. In this case, there was plenty of pressure. In July, Mr. Biden’s aides said, they came to see what one called a “clear use case” for ATACMS. It was the one Mr. Crow had identified, using the ATACMS to target supply lines and air bases that Ukraine could not reach. At a July 14 meeting in the office of Jake Sullivan, the president’s national security adviser, he and Jon Finer, his primary deputy, talked with a small group of officials about developing options.

Ukraine’s forces struck two air bases in Russian-held territory on Tuesday with American-supplied long-range missiles that were one of the last major weapons systems that Kyiv had sought from the United States, according to two American officials and a Ukrainian parliamentarian who posted about the attack on social media. They were the first strikes with a weapon known as ATACMS — for advanced, long-range Army Tactical Missile Systems — that President Biden was long reluctant to provide for fear it could escalate the conflict with Russia. But Mr. Biden told President Volodymyr Zelensky of Ukraine during a visit to the White House in September that he had agreed to provide the missiles, albeit a version limited in range, according to officials familiar with the conversation. “ATACMS is already with us,” a Ukrainian lawmaker, Oleksiy Goncharenko, wrote Tuesday on X, the social media platform formerly known as Twitter. He said that an airfield in the Russian-controlled city of Berdiansk “was hit by them.”

The strikes come after the Biden administration quietly supplied Ukraine with the long-range missiles. Ukraine's top commander shared striking footage of the ATACMS launch on Telegram. The US quietly supplied Ukraine with a small number of the long-range missiles in recent days following more than a year of back-and-forth. Ukrainian Commander-in-Chief Valerii Zaluzhnyi shared footage of the launch of US supplied ATACMS tactical ballistic missiles on his Telegram channel. Ukraine had long asked for the long-range missiles, which allow its forces to safely target Russian positions situated further back without having to approach the front lines.

CNN —The US secretly provided Ukraine with long-range ATACMS missiles, according to two US officials, providing Ukraine with a significant new capability that could allow its forces to hit new Russian targets that were previously out of reach. The confirmation came on Tuesday after images of the missiles’ submunitions inside Ukraine began circulating on social media. In August 2022, the Pentagon acknowledged that it had sent HARM anti-radiation missiles to Ukraine unannounced. Ukraine also has the UK-provided long-range Storm Shadow missiles, which have a range of about 155 miles. ATACMS missiles are fired from HIMARS rocket launchers, the same type of vehicle that launches the Guided Multiple Launch Rocket System (GMLRS) missiles that Ukraine already employs.

Russia's Black Sea Fleet has been weakened in Crimea, but not defeated, per a US-based think-tank. "Strikes on Black Sea Fleet assets are degrading its role as a combined arms headquarters but have not defeated it as a naval force," it wrote. The Black Sea Fleet might sound like a naval-only formation, but it's actually a "major combined arms formation" with surface-to-surface missile batteries, air defenses, and infantry, the ISW added. AdvertisementAdvertisementUkraine hammered the Black Sea Fleet in September with a series of long-range missile strikes and drone attacks, hitting a shipyard, a fleet headquarters in Sevastopol, and docked warships. But it's too early to tell if the Black Sea Fleet has truly been crippled, the ISW wrote.

The US seized Iranian ammunition from smugglers last year and has now sent it to Ukraine. Around 1.1 million rounds of 7.62mm ammo — for small arms — was delivered, the US military said. The US military previously considered sending seized Iranian weaponry to Kyiv, but Wednesday's announcement is the first official confirmation that it has done so. US Central Command, or CENTCOM, said Washington has already transferred approximately 1.1 million rounds of 7.62mm ammunition — which can be fired from AK-47s — on Monday.

And Kyiv has dramatically increased long-range missile and drone attacks against Russian military hubs: command centers, fuel and ammunition supplies, transport hubs. There is anecdotal evidence of this from other sources, but not to the degree that the Russian military machine would be damaged. Kyiv's forces have used these weapons to increase attacks on high-profile Black Sea Fleet targets. Russia's Black Sea Fleet warships take part in the Navy Day celebrations in the port city of Novorossiysk on July 30, 2023. A little over a week after the shipyard attack, Ukraine bombarded the nearby headquarters of the Black Sea Fleet during a meeting of Russia's naval leadership. Russia has also seemingly demonstrated poor judgment in assessing Ukraine's capacity to actually carry out such impactful strikes on Black Sea Fleet targets, Harvey said. "The Ukrainians are learning to adapt to a maritime theater and having a significant impact on the Black Sea Fleet without having a fleet," he said.

KYIV, Ukraine (AP) — Russia on Wednesday accused Ukraine’s Western allies of helping plan and conduct last week’s missile strike on the Black Sea Fleet’s headquarters on the annexed Crimean Peninsula. Unconfirmed news reports said Storm Shadow missiles provided to Ukraine by the U.K. and France were used in the attack on the headquarters. There was no comment from the U.K. Ministry of Defense, which in the past has declined to discuss intelligence-related matters. Russian state television stations on Wednesday showed Sokolov speaking to journalists in Sevastopol after handing awards to a Black Sea Fleet soccer team. Ukraine claimed it killed Russia's Black Sea Fleet commander, Viktor Solokov, in a Friday strike. The last time an admiral was killed in combat was in World War II, wrote James Stavridis. The last admiral recorded to have died in combat was Japanese Admiral Yamamoto Isoroku, who was commander-in-chief of the Imperial Japanese Navy's Combined Fleet during World War II.

One variant that could help Kyiv is the M39 cluster missile, which has nearly 1,000 submunitions. Rice has lobbied for Washington to send cluster munitions since July 2022, and his efforts have also focused on cluster rockets and missiles. Fewer of these were produced compared to the older M39 cluster variant, military research indicates. That's what ATACMS cluster missiles will help do, he said. With longer-range M39 ATACMS missiles packed with far more explosive submunitions, this becomes even more of a deadly challenge for Moscow's army.

Ukraine's President Volodymyr Zelenskiy said on Tuesday that U.S.-made Abrams tanks had arrived in his country. The jet-powered tanks were a top demand of Kyiv until Washington finally offered more than 30 of them in January. "Abrams tanks are serious weapons, but remember what the president said about other tanks made in another country," Peskov said, referring to other Western tanks supplied to Kyiv, which include German-made Leopards and British Challengers. Last Friday, NBC News, citing U.S. officials, reported that President Joe Biden had informed Zelenskiy that Washington would also provide Kyiv with ATACMS long-range missiles.
