In a staggering report last month, the Department of Justice documented pervasive abuse, illegal use of force, racial bias and systemic dysfunction in the Minneapolis Police Department. City police officers engaged in brutality or made racist comments, even as a department investigator rode along in a patrol car. And after George Floyd’s death, instead of ending the policy of racial profiling, the police just buried the evidence. The Minneapolis report was shocking, but it wasn’t surprising. New York needs that plan, known as the Housing Compact, and hopefully Ms. Hochul can resurrect it over the coming year. In the coming days though, Ms. Hochul, Mr. Heastie and Ms. Stewart-Cousins can at least agree to policies that the governor has called “low-hanging fruit,” some of which could be achieved by executive order. Albany can also remove caps on the size of new residential buildings in New York City, paving the way for the higher density projects the city badly needs. New York City’s municipal government can do this, but it needs Mr. Adams’s help. At the Department of Homeless Services, more and better-trained workers are needed to help shelter residents apply for city housing vouchers, an onerous process that should be streamlined.

City captain Gundogan scored the fastest goal in FA Cup final history with a stunning volley after 12 seconds and struck what proved to be the winner seven minutes after halftime. It is the 13th time the English league and FA Cup double has been achieved. The FA Cup is so nice." Emergency warnings from city officials did not adequately convey how life-threatening the storm would be, the report said. City officials didn’t spread the word about the county’s travel ban for cars quickly enough and didn’t adequately stress the dangers of walking outside. And as the storm raged on, coordination between city, county and state officials became strained. The more than 100-page study by a team of researchers at New York University dissected the city’s actions before, during and after the blizzard, pinpointing failures and offering recommendations. The report was requested by the mayor, Byron Brown, in the days after the storm as residents voiced frustration at what they said was a slow and inadequate response.

If New York City Ballet’s spring season could be bottled into a fragrance, it would be fresh and green, with the earthy, sweet scent of a breeze after a bout of rain. The company, seemingly all of a sudden, looks so strong, and more important, so light. As a new generation of dancers at City Ballet finds its way, there’s not only more individualism, but more cohesion among individuals. “Concerto Barocco” (1941) and “La Source” (1968) are brilliant dances. City Ballet is bigger than they are, but they know that they are its current caretakers.
