VILNIUS, Lithuania — NATO had some significant successes at its summit that ended Wednesday as it worked hard to project unity in support of Ukraine’s bloody defense against Russia’s invasion. And all 31 member states agreed that Ukraine belongs in NATO, a significant shift stemming from its brave, resilient defense of its country and of Western values. Even so, the summit’s final communiqué, with its ambiguous diplomatic language, does not disguise some serious strains among alliance members in the bitter fight over how to describe Ukraine’s path toward NATO membership. Ukraine was promised an invitation “when allies agree and conditions are met,” leaving both the timing and the conditions safely unsaid. President Volodymyr Zelensky of Ukraine and his most vocal Central European supporters wanted more, and made it loud and clear.

We pat ourselves on the back for providing expensive weapons and paying higher heating bills to help Ukrainians win their freedom — and we wish they’d get on with it. In fact, what’s clear here in the Baltic countries is that it’s the other way around: The Ukrainians are sacrificing for us. “We have by our support for Ukraine defended ourselves,” said Egils Levits, who concluded his term as Latvia’s president this month. He used his last full interview before leaving office to argue that the West should provide Ukraine with more weapons to ensure that it recovers all its territory, including Crimea — so that Vladimir Putin’s aggression is thoroughly discredited.

President Biden concluded a meeting of NATO allies on Wednesday in Vilnius, Lithuania, with an address to that country, and the world, comparing the battle to expel Russia from Ukraine with the Cold War struggle for freedom in Europe, and promising “we will not waver” no matter how long the war continues. His speech seemed to be preparing Americans and NATO countries for a confrontation that could go on for years, putting it in the context of momentous conflicts in Europe’s war-torn past. “Putin still wrongly believes that he can outlast Ukraine,” Mr. Biden said, describing the Russian leader as a man who made a huge strategic mistake in invading a neighboring country and now is doubling down. “After all this time Putin still doubts our staying power. He is making a bad bet.”The speech, at Vilnius University, came after a series of important victories for Mr. Biden as NATO’s de facto leader, at a time of rapid change for the alliance.

One was taking control of Ukraine, which he claimed has no right to exist; the other was weakening NATO. Russia’s unprovoked invasion of its neighbor strengthened Ukrainians’ sense of nationhood and led to the expansion of NATO on Russia’s border. Putin can still take some solace in the intense disagreements inside NATO prior to the summit over whether or not Ukraine should be granted membership. There’s a strong case to be made that if Ukraine joins while Russia’s invasion continues, NATO allies could be required to enter the war. The argument that Ukraine should not be allowed into NATO because it would provoke Putin holds little sway.

KYIV, July 12 (Reuters) - Russia launched a drone strike on Kyiv early on Wednesday, and an old man was killed in Russian shelling in southern Ukraine as President Volodymyr Zelenskiy met NATO leaders in Lithuania, Ukrainian officials said. But an 81-year-old man was killed and his 82-year-old wife wounded in shelling of the southern city of Kherson, Kherson region governor Oleksandr Prokudin said. The Russian shelling and heavy fighting did not stop as Zelenskiy was meeting NATO leaders to discuss security threats posed by Moscow, which denounced the Western military alliance's summit in the Lithuanian capital Vilnius. On Tuesday, Russia drones also attacked Kyiv and the southern port of Odesa, and Kherson came under artillery fire. Russia's TASS news agency cited military groupings as saying they had repelled several Ukrainian attacks in the Luhansk region of eastern Ukraine over the past day.

VILNIUS, July 12 (Reuters) - British Defence Secretary Ben Wallace said on Wednesday he had warned Ukraine that its international allies were "not Amazon" and Kyiv needed to show gratitude for weapons donations to persuade Western politicians to give more. London has been one of Kyiv's staunchest supporters since Russia's invasion last year, and Prime Minister Rishi Sunak has said Britain and its allies will double down on its support for Ukraine. Wallace recalled that he had travelled last year to Ukraine, where he was presented with a shopping list of weapons. "We were always grateful to the UK, prime ministers and the minister of defence because the people are always supporting us," he said. Asked about Wallace's comments, Sunak said that Zelenskiy had been grateful for the support given so far and that more support would be forthcoming as required.

Buses carrying delegates to and from the conference venue showed the slogan "while you are waiting for this bus, Ukraine is waiting to become a NATO member," reported CNN, in a reference to NATO members hesitating in admitting Ukraine to the alliance. Other pictures showed buses with the message "while you were waiting for this bus, Ukraine is waiting for F-16s," referring to the US fighter jets Ukraine has long requested. NATO member states have committed to training Ukrainian pilots with the jets, but have not committed to providing any actual planes. And France pledged a shipment of the same missiles, which it calls SCALPs, as NATO leaders gathered in Lithuania on Tuesday. Like the United States, France had previously ruled out providing Ukraine with longer-range missiles, over concerns they could be used to attack targets in Russia, escalating the conflict. The ATACMS are among the last major weapons systems that Kyiv wants and the United States is reluctant to give. France’s announcement on Tuesday could either fuel the pressure campaign or, conversely, ease it now that Ukraine is receiving long-range missiles from other countries. Editor’s Note: Laura Coates’ interview with Boris Johnson will air tonight on CNN at 10 p.m. In an interview with CNN Tonight’s Laura Coates as a key NATO summit concluded Wednesday, Johnson called on the US to continue its support of Ukraine, including the steady flow of weapons. He said that there could be “no possible excuse” to delay Ukraine’s NATO membership. “There can be no possible excuse or reason to keep faffing around and delaying,” Johnson said, adding that it was “very important” to establish that Ukraine was on the path to NATO membership. Johnson did not mention, however, the circumstances surrounding Trump’s hold up of military aid to Ukraine in 2019 that was at the heart of the first impeachment inquiry.
