House Republicans are scheduled to meet behind closed doors Monday evening to try to regain control of their majority ahead of possible speaker votes this week. “House Republicans need to unite and show the country that we’re fighting for them,” Jordan said Sunday on Fox News. While the full House ultimately votes on the new speaker, the position usually falls to a person from the party with the House majority. The rules around the temporary speaker position have been untested before, though they appear to indicate the main power in the role is to ensure the election of a new speaker. But if House Republicans are unable to quickly agree on a speaker, McHenry could be in the position for some time.

But should the vote drag on in the intensely divided chamber, some lawmakers warn that efforts to provide assistance to Israel amid the conflict would be stymied. Since McCarthy’s ouster, two candidates have formally announced their bid for the speakership – House Majority Leader Steve Scalise of Louisiana and Rep. Jim Jordan of Ohio. Accordingly, questions about the role of Rep. Patrick McHenry, who stepped in as “speaker pro tempore” after McCarthy’s historic ouster, have begun circulating. The position is widely considered to be a placeholder with the primary function of helping the chamber to elect a new speaker. But some experts have argued the House can vote on resolutions, like one condemning Hamas, without a speaker.

Spending almost 50 years in proximity to the American foreign policy establishment gives Biden a perspective shared by few, if any, in Washington. At the start of the war, support for Ukraine was more widespread. Among the likely asks of the US by Israel will be additional interceptors for its Iron Dome missile defense system, an official said. The past three administrations have sought to refocus American foreign policy to Asia, hoping to challenge China’s rise. Even for a president as long immersed in American foreign policy as Biden, a ground war in Europe was not likely among his top foreign policy fears.

CNN —The House speakership drama enters a new week under increased urgency as Israel declared war Sunday following unprecedented surprise attacks by Hamas. Kevin McCarthy’s historic ouster as speaker leaves the House in uncharted legal territory regarding what it can do under acting Speaker Patrick McHenry. As the Biden administration looks to provide additional assistance to Israel, officials were unsure Saturday about what could be accomplished without a sitting speaker. As Jordan and Scalise vie for their colleagues’ support, Jordan said Sunday that he would lay out his plan to address the government funding deadline to his caucus Tuesday. “We’ve got to have 218 votes for a Republican speaker, and we’ve got to have 218 votes for how we deal with November 17 when the funding bill for the government comes due.

Jordan is a leading defender of former President Donald Trump, who remains a major figure in the Republican party. Trump, the frontrunner for the 2024 Republican presidential nomination, endorsed Jordan for House speaker on Friday. As of Friday, both Scalise and Jordan had secured roughly two dozen endorsements from among the 221 Republicans in the House. CNN —House lawmakers are scrambling to determine whether acting Speaker Patrick McHenry can participate in a so-called Gang of Eight intelligence briefing on the unfolding crisis in Israel, a source familiar with the active discussions told CNN. The House Intelligence Committee is also in discussions about scheduling a classified briefing next week, the source added, which can occur even given the current posture of the House. The US could announce new assistance to Israel as soon as Sunday, a US official said, but without a sitting House speaker, administration officials are unclear about what can be accomplished. “Without a speaker of the House, that is a unique situation we’re gonna have to work through,” the official said. In the House’s current posture, members can still receive classified briefings, according to multiple sources, and the House Intelligence Committee members still have their security clearances.

A source familiar with the matter said Jordan and Scalise talked Friday and they agreed it wouldn’t be wise, so the forum is now off. CNN reported Thursday the House GOP conference was scheduled to have an in-person meeting at 6 p.m. ET on Monday ahead of the GOP’s speaker candidates’ forum on Tuesday and their internal election on Wednesday. Fox News said in a press release Friday morning that Baier was holding an “exclusive joint interview” with Scalise, Jordan and Hern from the Capitol on Monday. The Republican conference needs a family discussion.”Multiple House Republicans told CNN they were infuriated by the decision for speaker candidates to participate in a televised interview from the Capitol on Monday before speaking to the GOP conference, and several of them have already communicated those frustrations to the speaker candidates.

Now, a group of 45 GOP lawmakers are demanding changes to House rules. For House rules to be amended, Democrats will likely need to help out, which is no guarantee. Under her leadership, House rules were tweaked to add additional layers of difficulty in filing a "motion to vacate." The group of GOP members who signed on to Thursday's letter throws a proverbial wrench into the ongoing speakership drama. As it currently stands, Republicans possess a very slim majority in House and it takes a simple majority to amend House rules.

For as long as the House is trying to find a new speaker, it’s unable to do much of anything else. What happened to the last House speaker? Rep. Kevin McCarthy had been House speaker since January, when he won the gavel after 15 rounds of balloting. The House calendar remained officially stuck on October 3 – Tuesday – the date when House Speaker Kevin McCarthy was ousted and left the chamber without adjourning. “The House of Representatives is effectively frozen,” Rep. Garret Graves, a Louisiana Republican, told reporters. As speaker pro tempore, Republican Rep. Patrick McHenry of North Carolina can perform tasks like recessing the House, adjourning the chamber and recognizing speaker nominations, according to the House Practices Guide. “Until we figure out how we have another speaker of the House, everything stops,” Rep. Kelly Armstrong, a North Dakota Republican on the House Oversight Committee, told CNN. While House Republicans intend to hold a candidate forum for would-be speakers on Tuesday, it could take time for Republicans to unify behind a single one.
