A separate benefits program, Supplemental Nutrition Assistance Program (SNAP), will continue as normal for the month of October but could be affected afterward, officials say. U.S. officals say Small Business Administration loans may be delayed and up to 10,000 children could lose access to Head Start, the federal program for preschool children from low-income families. The AFL-CIO estimates that more than 3 million children will lose access to quality childcare and thousands of providers will be forced to close, lay off childcare workers or reduce slots for children. STUDENT LOAN DEBT REPAYMENTSA three-year moratorium on student loan repayments ends on Oct. 1 after the U.S. Supreme Court in June blocked the Biden administration's plan to cancel $430 billion in student loan debt for 43 million borrowers. Student loan repayment resumption "will be more challenging for the lowest-income groups," Bank of America said in a recent research report, because they saved less during the moratorium than higher-income groups.

Meanwhile, a faction of hard-right GOP members moved to cut Defense Secretary Lloyd Austin's salary. Georgia Rep. Marjorie Taylor Greene proposed an amendment to slash Austin's salary on the House floor on Wednesday, putting the proposal to a voice vote. Goldman Sachs economists have estimated that a shutdown would reduce growth by about 0.2 percentage points for each week it lasts. But the Goldman researchers expect growth to increase by the same amount in the quarter after the shutdown as federal work rebounded and furloughed employees received back pay. That estimate tracks with previous work from economists at the Fed, on Wall Street and prior presidential administrations. Trump administration economists calculated that a monthlong shutdown in 2019 reduced growth by 0.13 percentage points per week. Because growth and confidence tend to snap back, previous shutdowns have left few permanent scars on the economy.

REUTERS/Brendan McDermid/File Photo Acquire Licensing RightsSept 27 (Reuters) - Snap Inc (SNAP.N) is shutting its division focused on making augmented reality (AR) services for businesses within months of its launch, as the ad-dependent social media company struggles in a tough economy. Snap, the maker of photo messaging app Snapchat, started AR Enterprise Services (ARES) in March, looking to diversify its revenue beyond digital advertising that makes up the vast majority of its revenue. CEO Spiegel said rising adoption of generative artificial intelligence made it hard for Snap to differentiate its offering that allowed customers to use its AR tech on their sites as companies created their own experiences. The announcement put the spotlight on the kingdom's nascent nuclear energy efforts — Saudi Arabia has a small nuclear reactor, a research unit set up with the help of Argentina, that it has not yet put into operation. The Saudi energy minister did not comment on whether his country would also join the IAEA's Additional Protocol, which requires more thorough oversight including snap inspections. Saudi Crown Prince Mohammed bin Salman said in a recent wide-ranging interview with Fox News that if Iran developed nuclear weapons, Saudi Arabia would too. U.S. assistance with a nuclear energy program is one of Saudi Arabia's key demands — but not everyone is happy about that. The multilateral Obama-era deal had allowed the lifting of economic sanctions on Iran in exchange for curbs to its nuclear program.

CNN —You can now speak aloud to ChatGPT and hear the artificial intelligence-powered chatbot talk back. OpenAI, the startup behind the wildly-popular chatbot, announced Monday that it is rolling out new features including the ability to let users engage in a back-and-forth voice conversation with ChatGPT. The updates from OpenAI come amid an ongoing AI arms race within the tech sector, initially spurred by the public launch of ChatGPT late last year. Google last week announced a series of updates to its ChatGPT competitor Bard. Also last week, Amazon said it was bringing a generative AI-powered update to its Alexa voice assistant.

The Office of Management and Budget reminded senior agency officials Friday to update and review shutdown plans. Those plans can vary from shutdown to shutdown. The nearly 4 million Americans who are federal employees will feel the effect immediately. Essential workers will remain on the job, but others will be furloughed until the shutdown is over. For many of them, a shutdown would strain their finances, as it did during the record 35-day funding lapse in 2018-2019.

On top of El Niño, there’s another climate fluctuation in the mix that amps up the likelihood of heat and drought. A fire rages in Bobin, 350 km north of Sydney, on November 9, 2019, during Australia's catastrophic Black Summer fire season. A combination of extreme heat and wind would likely fuel very intense fires “that will seem to come from nowhere,” he added.
