MANILA, Philippines — The Philippine government said Tuesday that it had filed a diplomatic protest against Beijing after Chinese jets flew dangerously close and fired a volley of flares in the path of a Philippine air force patrol plane over a disputed shoal in the South China Sea. The Southern Theater Command of the Chinese People’s Liberation Army said Saturday that a Philippine air force aircraft “illegally” entered the airspace above the shoal, which China claims, disrupting its combat training activities. The command sent jets and ships to identify, track and drive away the Philippine aircraft, it added. In 2013, China announced a new Air Defense Identification Zone over the East China Sea that covers a chain of disputed islands also claimed by Japan. Washington has repeatedly warned that it is obligated to defend the Philippines, its oldest treaty ally in Asia, if Filipino forces, ships and aircraft come under an armed attack, including in the South China Sea.

South Korea’s military says North Korea is again flying balloons likely carrying trash toward the South, adding to a bizarre psychological warfare campaign amid growing tensions between the war-divided rivals. South Korea’s Joint Chiefs of Staff said Saturday that the winds could carry the balloons to regions north of the South Korean capital, Seoul. North Korea last flew balloons toward the South on July 24, when trash carried by at least one of them fell on the South Korean presidential compound, raising worries about the vulnerability of key South Korean facilities. The balloon contained no dangerous material and no one was hurt, South Korea’s presidential security service said. Experts say North Korea hates such broadcasts because it fears it could demoralize front-line troops and residents.

Hamas and Iranian state media said Wednesday that the 62-year-old had been killed in the Iranian capital Tehran. Hamas claimed Haniyeh was killed in an Israeli “strike” on his residence, while the Israeli military declined to comment when contacted by CNN. Haniyeh’s death strikes a significant blow to Hamas at a time when tensions are flaring across the Middle East over the devastating war in Gaza, and raises fraught questions about the future of negotiations between Israel and Hamas. Haniyeh was born in a refugee camp near Gaza City, and joined Hamas in the late 1980s during the First Intifada, or uprising. Oil prices slipped in early Asian trading on Tuesday, extending losses from the previous session, over concerns about Chinese demand and as the market shrugged off the risk of conflict escalating in the Middle East. Brent crude oil futures fell by 12 cents or 0.15% to $79.78 a barrel by 0033 GMT. The market is watching an upcoming meeting of China's top decision-making body, the Politburo, expected to take place this week, that could elicit further economic policy support. But expectations are limited after the Third Plenum, a key policy meeting in mid-July, largely reiterated existing economic policy goals and failed to lift market sentiment. Oil fell 2% in the previous trading session after Israel signaled that its response to a Hezbollah rocket strike in Israeli-occupied Golan Heights on Saturday would be calculated to avoid dragging the Middle East into an all-out war.
