"We have been seeing a consistent shortage of seafarers," Rhett Harris, senior manning analyst at Drewry, told CNBC. The Philippines, China, Russia, Ukraine and Indonesia are the largest suppliers of the world's seafarers, according to the most recent seafarer workforce breakdown report by the International Chamber of Shipping (ICS) and BIMCO in 2021. Before Russia's invasion of Ukraine in February 2022, Russian and Ukrainian seafarers made up almost 15% of the global shipping workforce, ICS data showed. "Policymakers need to create national strategies to address the seafarer shortage," the shipping organization said.

On Tuesday, Trump’s transition team signed an agreement with the White House after months of postponing the traditional transition process – a delay that Biden officials warned could undermine an orderly transfer of power and pose national security risks. In a statement announcing the agreement, the Trump transition said it will use its own security and information systems, its own office spaces and maintain its own ethics plan. To look at the short list of names Donald Trump is hoping to appoint to the country’s leading public health roles, it’s easy to see that Covid-19 has remade the country and its ideological arrangements — but perhaps especially the Republican Party. Robert F. Kennedy Jr., Trump’s pick to lead the Department of Health and Human Services, is the most conspicuous example — a reflexive anti-establishment agitator who has trafficked in conspiracy theories about the origins of AIDS, 5G and especially the dangers of common vaccines. Kennedy has called the Covid vaccines, which have probably saved more than 20 million lives globally, “the deadliest vaccine ever made,” and as recently as during his own presidential campaign, he suggested that the coronavirus might be an “ethnically targeted” bioweapon that preferentially spared Ashkenazi Jews and Chinese people. But the others named for top public health posts, though not transparent cranks, are also Covid contrarians whose most important qualification for these positions are their crusades against the public health establishment during the pandemic period: Stanford’s Jay Bhattacharya to lead the National Institutes of Health, and Johns Hopkins’s Marty Makary to run the Food and Drug Administration. Dave Weldon, Trump’s pick to oversee the Centers for Disease Control and Prevention, was a vocal vaccine skeptic long before the pandemic.

And on Wednesday, one of those parties, the South West Africa People’s Organization, or SWAPO, in Namibia is expected to face its toughest electoral test ever. In May, the African National Congress, the party that led the defeat of apartheid in South Africa, lost its absolute majority in Parliament for the first time since democracy took hold in that country 30 years ago. The party was forced to form a governing coalition with rivals. In neighboring Botswana, the Botswana Democratic Party, which had governed since the country became independent 58 years ago, suffered a stunning setback in last month’s national election: It lost the presidency, going from being the largest party in Parliament to the smallest.

CNN —The Pentagon is unlikely to use all of the billions of dollars authorized by Congress to arm Ukraine before President Joe Biden leaves office, according to two US officials and three defense officials. For months, the US has run into the limits of its ability to replenish its own weapons inventories, which limited what the Biden administration has been able to send Ukraine. In September, Biden committed billions of dollars in military aid to Ukraine as President Volodymyr Zelensky visited the White House. The US announced a $1 billion military aid package for Ukraine that same day. But the value of aid packages quickly dipped, as the stockpiles of weapons and equipment the Pentagon was able to send Kyiv dwindled.

His average of 11.2 strikeouts per nine innings is the highest ever recorded in major league history. China's industrial profits dropped by 10% in October from a year ago, in another sign that Beijing's stimulus measures have yet to reverse a slump in corporate earnings. Industrial profits are a key gauge of the financial health of factories, mines and utilities in China. In the first ten months, profits at China's industrial firms decreased by 4.3% from a year ago, the National Bureau of Statistics said in a statement Wednesday. China's consumer price index in October rose slower than expected, edging up 0.3% from a year ago, marking the slowest rise since June. Meanwhile, producer price index fell 2.9% on year, showing that deflation deepened from the 2.8% drop in the prior month.

TEL AVIV — The Israeli government failed in its “primary duty to protect its citizens” in the lead-up to and during the Oct. 7, terrorist attacks, according to an Israeli civilian report released Tuesday. Some 1,200 people were killed and 250 taken hostage during the attacks as Hamas fighters infiltrated Israel from southern Gaza and launched thousands of rockets. The Israeli report also identified a "major cause" of the Oct. 7 tragedy as a "glaring failure" by Israeli intelligence branches.
