Nov 21 (Reuters) - Newcastle United will be allowed to loan players from sides controlled by their Saudi owners in the January transfer window after a vote on a temporary ban on related-party loans did not get enough support from Premier League clubs, British media reported on Tuesday. Thirteen Premier League clubs voted in favour of the temporary ban on loan moves between teams under the same ownership at a shareholders' meeting on Tuesday, the BBC reported, falling one vote short of the number needed for it to be introduced. The vote means that Newcastle, who in October 2021 were acquired by a group led by Saudi Arabia's Public Investment Fund (PIF), will be permitted to loan players from other clubs also owned by the fund. PIF owns majority stakes in the Pro League's "big four" clubs -- Al-Ittihad, Al-Ahli, Al-Nassr, and Al-Hilal -- who signed players including Karim Benzema, Sadio Mane, Ruben Neves and Neymar in the last transfer window. CNN —The International Criminal Court’s prosecutor Karim Khan says his office has received a referral from five countries to investigate whether crimes have been committed in the Palestinian territories as part of Israel’s response to the October 7 Hamas terror attacks. He noted that his office was already conducting an investigation on the situation in the Palestinian territories over possible crimes committed since June 2014 in Gaza and the West Bank. A UN report said last month said it was collecting evidence of war crimes in the wake of the Hamas attack. Earlier this month, Volker Türk, the UN High Commissioner for Human Rights, called the October 7 attacks “atrocities”, saying they – and the holding of hostages – were war crimes. That has not stopped the court from investigating its actions in the occupied Palestinian territories.

The ICC already has an ongoing investigation into "the situation in the State of Palestine" for alleged war crimes committed since June 13, 2014. Last month ,Kahn said that his office had jurisdiction both over Hamas' attack on Israel on Oct. 7 and any crimes committed as part of Israel's response including bombings in the Gaza Strip. In a statement, the prosecutor's office said it had so far "collected a significant volume of information and evidence" on crimes in the Palestinian territories and also committed by Palestinians. The ICC can investigate nationals of non-member states in certain circumstances, including when crimes are alleged to have been committed in the territories of member states. The Palestinian territories have been listed among the ICC's members since 2015.

Nov 17 (Reuters) - Saudi Pro League (SPL) clubs should only sign players of the "highest level" in the January transfer window after aggressively splashing out in the summer, the league's director of football, Michael Emenalo, said. The outlay of $957 million in the Saudi summer window, which closed on Sept. 7, saw several high-profile players including Neymar, Karim Benzema and N'Golo Kante move to the league. The league's spending exceeded that of four of Europe's "big five" leagues with only Britain's Premier League clubs splurging more on transfers than those in the Middle Eastern country. "I think we accomplished what we wanted to accomplish, which was to get our foot into the market and compete aggressively," Emenalo said in an interview on the SPL website. "But, also, we wanted to do that while giving every single club in the league an opportunity to improve.

Nov 16 (Reuters) - Palestine drew 0-0 with Lebanon on Thursday in a World Cup qualifier played without fans in the United Arab Emirates due to the Israel-Gaza conflict. Despite starting official training only four days ago, the Palestinians started the game well. Karim Darwich missed a good chance for Lebanon three minutes into the second half and Palestine, ranked 94th by FIFA, had a Tamer Seyam shot saved by Lebanon goalkeeper Moustafa Matar. Lebanon's Ali Al Haj shot into the side netting after 87 minutes before Matar saved Oday Dabbagh's close-range shot with his out-stretched leg in the final minute. The Palestinians usually host games at Al-Ram's Faisal Al-Husseini Stadium on the West Bank but they will meet Australia next in Kuwait on Nov. 21.

The start of the rainy season and the possibility of flooding increased fears that the densely populated enclave's sewage system will be overwhelmed and disease will spread. At a U.N. shelter in Khan Younis in southern Gaza, the rain brought dismay for displaced people who woke to find the clothes they put out to dry the night had been drenched by rain. It voiced concern on Tuesday about the prospect of rain causing flooding and overwhelming already meagre and damaged sewage facilities. More than 500,000 people have crossed into Chad, mostly from West Darfur, the IOM says. Chad border guards said the daily number of those fleeing from West Darfur had surged to 3,146 on Saturday. U.N. officials in Chad said thousands more were expected to cross but had been prevented from doing so by RSF forces demanding money. Goldman Sachs announced its 2023 class of managing directors Thursday afternoon, giving 608 employees the coveted title. It's a smaller cohort than the bank's 2021 MD class, down 5% amid a dealmaking slowdown. Still, Goldman appears to have taken pains to promote employees in revenue-generating divisions like investment banking and trading. Goldman says the percentage of women it promoted as part of the 2023 MD class sets a record, up 1% from 2021. Two years ago, Goldman promoted the largest managing director class in its history, naming 643 employees to the designation in 2021.

THE HAGUE, Netherlands (AP) — Thirty-four journalists have been killed in the war between Israel and Hamas, an international media freedom group said Wednesday, accusing both sides of committing possible war crimes. It’s the third such complaint to be filed by the group since 2018 alleging war crimes against Palestinian journalists in Gaza. United Nations officials have said the aid supplies are limited and do not correspond to the huge need on the ground. Khan said he was not able to get into Gaza but hopes to visit the Gaza strip and Israel while he is in the region. Israel, which is not a member of the ICC, has previously rejected the court's jurisdiction and does not formally engage with its investigations. Khan has previously said that the ICC has jurisdiction over alleged war crimes and crimes against humanity during both the Oct. 7 Hamas attack in Israel and in the territory of Gaza.
