It’s still not clear which vehicles would be eligible for the full $7,500 tax credit under the new rules because the government has yet to publish any lists. But they are still years away from being able to produce an electric vehicle without materials and components from China. Sam Abuelsamid, a mobility analyst for Guidehouse Insights, expects many EVs now eligible for the full $7,500 U.S. tax credit will see that cut in half next year when the new regulations take effect. Getting the tax credit upfront — rather than waiting until filing tax returns next year — “will actually reduce your monthly payment, which is a major stumbling block for consumers,” he said. CNN —The Biden administration on Friday laid out the details of a $105 billion national security package that includes military and humanitarian assistance for the conflicts in Ukraine and Israel. House Republicans are still struggling to unite behind a speaker to lead their conference, and until one is elected, the national security package will remain in limbo. The Biden administration’s prior request for $24 billion in Ukraine aid was not included in a stopgap government funding measure Congress approved in late September. Here’s what’s in the package, according to the White House:$61.4 billion in aid for Ukraine$30 billion for the Defense Department for equipment for Ukraine and the replenishment of US stocks. $10 billion for humanitarian assistance$9.15 billion for aid for Ukraine, Israel, Gaza and other humanitarian needs.

Washington CNN —Concern is growing within the Pentagon over the potential need to stretch its increasingly scarce ammunition stockpiles to support Ukraine and Israel in two separate wars, according to multiple US defense officials. At the moment Ukraine and Israel require different weapons: Ukraine wants massive amounts of artillery ammunition while Israel has requested precision guided aerial munitions and Iron Dome interceptors. Israel has its own capable industrial base and produces many of its own advanced weapons, but a prolonged ground campaign could drain the country’s stockpiles, officials said. The request was immediately approved by former President Barack Obama, and the equipment was pulled from US reserve stockpiles in Israel. Defense officials are also anxious about the dysfunction in Congress and whether lawmakers will approve additional funding for US support to Israel and Ukraine.

Another seven entities from Finland, Germany, India, Turkey, United Arab Emirates and the United Kingdom were also added to the trade export control list. The circuits include microelectronics that Russia uses for precision guidance systems in missiles and drones launched against civilian targets in Ukraine, the Commerce Department said in a statement. "The United States should immediately correct its wrong practices and stop its unreasonable suppression of Chinese companies," China's Ministry of Commerce said in a statement. Suppliers must then be granted generally hard-to-get licenses before shipping goods to entities on the list.
