AP —A Philadelphia teenager who authorities say wanted to travel overseas and make bombs for terrorist organizations will be tried as an adult. Prosecutors say Abdul-Rahman conducted at least 12 tests on homemade bombs near his family’s home before he was arrested and was close to being able to detonate devices with a blast radius of several hundred yards. Law enforcement began investigating Abdul-Rahman after they received electronic communications between him and terrorist groups in Syria, prosecutors said. The communications indicated that Abdul-Rahman wanted to become a bombmaker for these groups, identified as Katibat al Tawhid wal Jihad (KTJ) and Hay’at Tahrir al Sham (HTS). As the investigation into Abdul-Rahman continued, authorities learned he was buying military and tactical gear as well as materials that could be used in homemade bombs, prosecutors said.

New York officials released Monday forensic sketches and informational flyers about a possible new victim in the Gilgo Beach serial killings case, in an effort to identify them and get new leads in the roughly 20-year-old homicide. The remains of the victim, referred to as “Asian Doe,” were found in 2011 near the bodies of at least 10 others near Long Island, New York’s Gilgo Beach. Long Island architect Rex Heuermann, 61, was arrested last year in connection with the Gilgo Beach serial killings. CNN —A California man is facing federal charges after he allegedly tried to choke a flight attendant and “said he was going to kill everybody” while on board a Frontier Airlines flight to San Francisco that had to be diverted on Monday, authorities said. “Flight attendants investigated and discovered that Salva had his hand in the overhead compartment,” the US Attorney’s Office said. During the incident, Salva yelled obscenities at flight attendants and allegedly said, “We are all going to hell,” and “This airplane is going down,” the release said. New York CNN —Home Depot will pay nearly $2 million to settle a civil enforcement claim from California district attorneys that the home improvement company was engaging in false advertising and unfair competition. Such violations are called “scanner violations,” the Los Angeles County District Attorney’s office said in a press release Thursday. “False advertising and unfair competition are serious offenses that undermine consumer trust and distort the marketplace,” Los Angeles County District Attorney George Gascón said in a statement. A Texas man was sentenced Tuesday to more than three years in federal prison for kicking a cat “as if kicking a football field goal” in a case of abuse that was recorded and shared on social media, prosecutors said. Donaldvan Williams, 30, was sentenced to three years and four months in prison, the U.S. Attorney’s Office for the Eastern District of Texas said in a statement. “Williams did not render or try to procure aid for the cat, but instead kicked the cat as if kicking a football field goal,” prosecutors wrote in a statement that Williams signed. The kick was recorded by another man, Decorius Mire, who encouraged Williams to kick the cat, prosecutors said. Each man's guilty plea dealt with kicking the cat and recording it, not the animal's being set on fire, records show.

SYRACUSE, N.Y. — A U.S. border patrol agent in New York has been accused of ordering women to show him their breasts and claiming that it was part of his officials duties, authorities said. According to prosecutors, Millan told three women to expose their bare chests to him over a web camera while he was processing their applications to enter the country. A fourth woman was ordered to show him her breasts with her bra on, prosecutors said. Millan told the women that exposing their breasts was part of the process of being admitted into the United States, but it was actually for his own gratification, the prosecutors said. A message seeking comment was sent to the federal public defender’s office for northern New York, which represented Millan at his arraignment.
