The FEOC rules come into effect in 2024 for completed batteries and 2025 for critical minerals used to produce them. Treasury said the few materials being exempted each account for less than 2% of the value of battery critical minerals. The rules are expected to further reduce the number of electric vehicles eligible for EV tax credits. Earlier this year, new battery and mineral sourcing requirements took effect with price and buyer income eligibility caps from Jan. 1.

Wednesday’s latest reading reflects an even faster pace of growth than the blistering 4.9% rate the department initially estimated. Nonresidential fixed investment, or business spending, was revised up to a growth rate of 1.3% in the third quarter from a decline of 0.1%. It has delayed publishing its financial results, prompting auditor Deloitte and three board members quit in June. I reached the edge of one of the scattered lakes which are all that remain of this once-great body of water. During the Soviet era, fishing communities like Muynak ringed the sea, thriving off its bounty: sturgeon, flounder, caviar and other staples of Soviet dinner tables. "Inflation rates are moving along pretty much like I thought," Fed Governor Christopher Waller, a hawkish and influential voice at the central bank, told the American Enterprise Institute think tank on Tuesday. If the decline in inflation continues "for several more months ... three months, four months, five months ... we could start lowering the policy rate just because inflation is lower," he said. Additional Fed rate increases remain a possibility if upcoming data includes an unexpected resurgence of price pressures, he said. But even Bowman, who like Waller is among the Fed's most hawkish officials, stopped short of outright calling for a further increase in the policy rate. New inflation data will be released on Thursday, and policymakers will also have a fresh monthly jobs report and other data in hand before they gather next month.

DETROIT (AP) — The former owner of a Michigan dam is on the hook for roughly $120 million sought by the state for environmental damage when the structure failed after days of rain in 2020, a judge said. After three days of rain, the Edenville Dam collapsed in May 2020, releasing a torrent that overtopped the downstream Sanford Dam and flooded the city of Midland, located about 128 miles (206.00 kilometers) northwest of Detroit. Wixom Lake, a reservoir behind the Edenville Dam, disappeared. The state insists that the Edenville Dam collapsed as a result of poor maintenance and a lack of critical repairs.
