CNN —The African Union has suspended Niger following the takeover of the West African country by a military junta on July 26. The council will review an assessment of the “economic, social and security implications of deploying a Standby Force in Niger,” it said. ECOWAS chiefs had initially given the junta a seven-day ultimatum to restore power or face consequences, including military action. That planned action did not happen as many attempts at dialogue and diplomacy have been made by ECOWAS and allies such as US and the European Union. The African Union affirmed its “solidarity” with ECOWAS’s efforts to restore constitutional order in Niger “through diplomatic means,” it said.

Putin emphasized that an “exclusively peaceful political and diplomatic means,” was important in resolving the ongoing situation, the statement said. Putin also mentioned the situation in the Sahara-Sahel region while speaking in a pre-recorded message at Tuesday’s Moscow Conference on International Security (MCIS). An uninterrupted swath of African countries from the Atlantic Ocean to the Red Sea is now under military rule. Some of the putschists deposed elected leaders, like Niger’s president, Mohamed Bazoum. Others forestalled elections or even overthrew the leaders they had installed. Throughout much of Africa, citizens also overwhelmingly want democracy, but they get frustrated when elected leaders don’t deliver. When people do welcome a coup, it’s often because they see it as the path to a better elected government.

CNN —Niger’s junta claimed Sunday it had gathered evidence to prosecute the country’s ousted President Mohamed Bazoum for “high treason,” upping the stakes in their brinkmanship against key neighbors in West Africa who have vowed to restore constitutional order in the coup-hit country. Niger has been engulfed in political chaos since late last month, when Bazoum was ousted in a coup d’etat by the presidential guard. Increasing pressureWest African leaders have ramped up rhetoric against Niger’s coup leaders and ordered the “activation and deployment” of a regional standby force to restore constitutional order in the country. Two weeks ago, a military junta suddenly deposed Niger’s pro-American, democratically elected president. Already at least one leader of the Niger junta has met with Wagner representatives in neighboring Mali, where Wagner has developed a firm presence. Given the stakes, the initial responses by those who support Niger’s ousted president have been ill-considered and anemic. But the Wagner-supported ruling juntas in two of Niger’s neighbors immediately pledged to join with Niger’s military in fending off any such invasion, calling it a “declaration of war” against them. All have been grounded since Niger’s junta declared the entire country a no-fly zone.

CNN —The United States “is pausing certain foreign assistance programs benefiting the government of Niger” amid the military takeover in the West African country, Secretary of State Antony Blinken announced Friday. Blinken described it as an “interim measure” and said it does not impact all foreign assistance programs. “Most importantly, the provision of life-saving humanitarian and food assistance will continue,” Blinken said in a statement. Indeed, Blinken and others have reiterated that US assistance is at risk unless the coup leaders restore democratically elected President Mohamed Bazoum to power. The Economic Community of West African States has warned that they will use military force unless the coup leaders back down by Sunday.

That summit produced no major headlines, nor a discernable drift to Ukraine’s prerequisite for peace that Russian troops exit Ukraine. Like the roads that led to Rome in its day, Saudi Arabia is increasingly at the confluence of competing global interests. It has yet to disburse a $131.5 million loan to Niger that was approved on July 5, it added. The interior minister, transport minister, and a deputy had already been detained, it added. The arrests confirm the "repressive and dictatorial" nature of the coup leaders, the party said in a statement, calling on citizens to come together to protect democracy. The arrests were announced a day after Chadian President Mahamat Idriss Deby arrived in Niger to try to mediate between the coup leaders and the ousted government. Yevgeny Prigozhin, the head of Russia's Wagner mercenary group, last week welcomed the coup in Niger, and said his forces were available to restore order.

Niger's military leaders warned against any armed intervention in the country as West African leaders are set to gather in Nigeria's capital on Sunday for an emergency summit to decide on further actions to pressure the army to restore constitutional order. Heads of state of the 15-member Economic Community of West African States (ECOWAS), and the eight-member West African Economic and Monetary Union could suspend Niger from its institutions, cut off the country from the regional central bank and financial market, and close borders. Niger's eastern neighbor Chad, a non-member of both regional organizations, has been invited to the ECOWAS summit, a statement from the Chadian president's office said on Saturday. The West African leaders could also for the first time, consider a military intervention to restore President Mohamed Bazoum who was ousted when General Abdourahamane Tiani was declared the new head of state on Friday. CNN —The European Union suspended all security cooperation and will no longer provide financial support to Niger following the coup in the West African country, the bloc’s top diplomat said. Abdourahamane Tiani, a general who leads the country’s presidential guard, was declared the country’s new leader after President Mohamed Bazoum was detained earlier this week. “President Bazoum was democratically elected; he is and remains the only legitimate President of Niger. The African Union on Saturday demanded that Nigerien military personnel “immediately and unconditionally return to their barracks and restore constitutional authority,” within 15 days. Niger lies at the heart of Africa’s Sahel region, which has seen numerous power grabs in recent years including in Mali and Burkina Faso.

Niger is one of the poorest countries in the world, receiving close to $2 billion a year in official development assistance, according to the World Bank. It is also a key security partner of Western countries such as France and the United States, which use it as a base for their efforts to contain an Islamist insurgency in West and Central Africa's Sahel region. Bazoum has not been heard from since early Thursday when he was confined within the presidential palace, although the European Union, France and others say they still recognize him as the legitimate president. Niger is a key partner of the European Union in helping curb the flow of irregular migrants from sub-Saharan Africa. CNN —A Niger general, Abdourahamane Tiani, appeared on state television as the country’s new leader following a military coup that sparked international condemnation. Tiani said in the broadcast that Wednesday’s coup was motivated by both the desire to “preserve our homeland” in a context of a “deteriorating security situation,” and poor economic and social governance. French President Emmanuel Macron said Friday that the coup was “deeply dangerous for Niger and the whole region,” and called for Bazoum’s release. However, a senior official loyal to Bazoum has suggested there is discord among coup leaders. The aide spoke on condition of not being identified because of the security situation.

July 28 (Reuters) - The chair of the African Union, Azali Assoumani, said on Friday that proposals by Russian President Vladimir Putin to provide grain to Africa were not sufficient, and that a ceasefire in Ukraine was needed. Putin had told the African leaders that Russia was ready to supply Africa with grain, some of it for free, after refusing last week to extend the Black Sea grain initiative, which had permitted Ukraine to export grain safely from its seaports despite the war. That, and Russia's subsequent bombing of Ukrainian grain export facilities and stores, has sent the global price of grain soaring. "The President of Russia demonstrated that he is ready help us in the field of grain supply," Assoumani said. "President Putin has shown us that he is ready to engage in dialogue and find a solution," he added.
