An Israeli strike killed a top official in charge of ambulance services in the Gaza Strip, local health officials said on Monday, as the Israeli defense minister met with top American officials in Washington about a possible new phase in the Israeli offensive. The only way for almost all people in Gaza to escape the horrors of the war between Israel and Hamas is by leaving through neighboring Egypt. And that is usually a complicated and expensive ordeal, involving the payment of thousands of dollars to an Egyptian company that can get Palestinians on an approved travel list to cross the border. Confronting the company’s stiff fees, as well as the widespread hunger in Gaza where there is no end in sight to Israel’s military campaign, many Palestinians have resorted to trying to raise money with desperate appeals on digital platforms like GoFundMe. Dr. Salim Ghayyda, a pediatrician in northern Scotland, posted one such plea in January after his sister texted from Gaza to say that their father had suffered seizures.

The Israeli military said on Monday that it had paused operations during daylight hours in parts of the southern Gaza Strip, as a new policy announced a day earlier appeared to take hold, along with cautious hopes that it would allow more food and other goods to reach desperate civilians. Aid workers said they hoped that the daily pause in the Israeli offensive would make it less dangerous to deliver vital supplies to areas in central and southern Gaza from Kerem Shalom, a key border crossing between Israel and Gaza, removing one of many obstacles to their beleaguered operations. But aid agencies warned that other restrictions on movement, as well as lawlessness in the territory, would still make it difficult to meet the dire needs of Gazans struggling to survive after eight months of war. With stockpiles in southern Gaza dwindling, “maybe for a couple of weeks they’ll have enough food, but if we cannot have access and sustain that, then that’s going to be a big problem,” said Carl Skau, the deputy director of the World Food Program, an arm of the United Nations that distributes food in Gaza. Food supplies in southern Gaza were “more stabilized a month ago, but we are really concerned now,” said Mr. Skau, who visited Gaza last week.

A day after the Israeli military rescued four hostages held by Hamas militants in Nuseirat, Gazans described an intense bombardment during the raid, followed by chaos in the streets from an operation that killed and wounded scores of Palestinians. Spain, Norway and Ireland said on Wednesday that they would recognize an independent Palestinian state, a rebuke to Israel over its war in Gaza and its decades of occupation of Palestinian territories. More than 140 countries and the Holy See have recognized a Palestinian state, but most Western European countries and the United States have not. Israel strongly opposes international attempts to recognize a Palestinian state and maintains that Israel needs to negotiate directly with Palestinian leaders on a permanent solution. Mr. Netanyahu has said that establishing a Palestinian state would be an “existential danger” to Israel. Countries that are moving toward recognizing Palestinian statehood argue that doing so would preserve the possibility of a two-state solution for Israelis and Palestinians.

Israel’s Communications Ministry confiscated camera equipment from The Associated Press on Tuesday, claiming the agency had violated a new broadcasting law by providing images of northern Gaza to Al Jazeera. The seizure was an escalation in Israel’s efforts to punish Al Jazeera, the pan-Arab broadcaster that the Israeli government voted to shut down two weeks ago. In a statement, the Communications Ministry said inspectors had gone to a location in southern Israel used by The A.P. reported that Israeli authorities had conveyed a verbal order last week to shut down the live feed, but it did not comply. Al Jazeera has said that Israel’s decision to shutter its operations in the country violated “the basic right to access of information.”

Israel said on Thursday that it would send more troops to Rafah, the southernmost city in Gaza, which has become the focal point in the war between Israel and Hamas. The announcement signaled that Israel intends to press deeper into Rafah despite international concerns about the threat to civilians from a full-scale invasion of the city, where more than a million displaced people had been sheltering. “Hundreds of targets have already been attacked,” Yoav Gallant, Israel’s defense minister, said after meeting with commanders in the Rafah area. “This operation will continue.”For the past week Israel has described its offensive as a limited military operation, but satellite imagery and Mr. Gallant’s comments on Thursday suggested that a more significant incursion was already underway.

Secretary of State Antony J. Blinken warned on Wednesday that recent gains in getting desperately needed humanitarian aid to people in the Gaza Strip risked being undone by the fighting in southern Gaza. The border crossing in the southern city of Rafah has been closed since Israel began what it describes as a limited military operation against Hamas fighters in the town, on the border with Egypt. The United Nations said on Wednesday that 600,000 people had fled Rafah since Israel’s ground assault started there. “At the very time when Israel was taking important and much needed steps to improve the provision of humanitarian assistance,” Mr. Blinken said to reporters in Kyiv, Ukraine, “we’ve seen a negative impact on the fact that we have this active, very active conflict in the Rafah area.”Josep Borrell Fontelles, the European Union’s top diplomat, said in a statement that Israel needed to end its Rafah operation “immediately,” warning that extending it “would inevitably put a heavy strain on the E.U.’s relationship with Israel.”

The unit, known as the General Security Service, relied on a network of Gaza informants, some of whom reported their own neighbors to the police. People landed in security files for attending protests or publicly criticizing Hamas. Hamas has long run an oppressive system of governance in Gaza, and many Palestinians there know that security officials watch them closely. Security officials trailed journalists and people they suspected of immoral behavior. Political protests were viewed as threats to be undermined.

After Hamas attacked Israel in October, igniting the Gaza war, Israeli leaders described the group’s most senior official in the territory, Yahya Sinwar, as a “dead man walking.” Considering him an architect of the raid, Israel has portrayed Mr. Sinwar’s assassination as a major goal of its devastating counterattack. Seven months later, Mr. Sinwar’s survival is emblematic of the failures of Israel’s war, which has ravaged much of Gaza but left Hamas’s top leadership largely intact and failed to free most of the captives taken during the October attack. Even as Israeli officials seek his killing, they have been forced to negotiate with him, albeit indirectly, to free the remaining hostages. Mr. Sinwar has emerged not only as a strong-willed commander but as a shrewd negotiator who has staved off an Israeli battlefield victory while engaging Israeli envoys at the negotiating table, according to officials from Hamas, Israel and the United States. Some spoke on the condition of anonymity to discuss sensitive intelligence assessments of Mr. Sinwar and diplomatic negotiations.
