The U.S. military turned over control of its last base in Niger to local forces on Monday, ending a yearslong counterterrorism mission in the West African country even as violent extremism remains on the rise in the region. A group of U.S. troops boarded an Air Force cargo plane and flew out of a $110 million air base in central Niger that was built with Pentagon money, among the last of 1,000 personnel that Washington had agreed to pull out by Sept. 15. A small number of troops will remain at the United States Embassy for a short time to wrap up administrative details, officials said. “The withdrawal of U.S. forces and assets from Air Base 201 in Agadez is complete,” the Pentagon’s Africa Command said in a statement, referring to the installation in central Niger. “The effective cooperation and communication between the U.S. and Nigerien armed forces ensured that this turnover was finished ahead of schedule and without complications.”

Tulsa Creates Commission on Reparations for Race Massacre

City officials, historians and the courts acknowledge that the massacre has led to generations of racial inequity in Tulsa. Calls for reparations in Tulsa are longstanding and have resulted in apologies, a scholarship program and other actions, but not direct financial redress. The last two known survivors of the massacre, now centenarians, have pursued reparations through the courts, but the Oklahoma Supreme Court dismissed their case in June. Two reports — one from a commission created by the State Legislature in 2001 and one by a group of Tulsa residents in 2023 — recommended reparations, including financial compensation. The commission announced Thursday, named the Beyond Apology Commission, follows the 2023 report’s calls for the city to create a group to examine and carry out a reparations program.

After nearly eight months in limbo, former President Donald J. Trump’s federal election interference case sprang back to life on Saturday as the judge overseeing it scheduled a hearing in Washington for Aug. 16 to discuss next steps. At the hearing, the judge, Tanya S. Chutkan, will discuss with Mr. Trump’s lawyers and prosecutors in the office of the special counsel, Jack Smith, how each side would like to proceed with a complicated fact-finding mission the Supreme Court ordered last month. The order was part of its landmark ruling granting Mr. Trump broad immunity against criminal prosecution for acts arising from his presidency. A key element of that decision requires Judge Chutkan to sort through the 45-page indictment accusing Mr. Trump of plotting to overturn the results of the 2020 election, and decide which of its many allegations can move forward to trial and which arise from official acts of his presidency and will have to be tossed out.

NASA this week has been discussing the possibility of returning Starliner empty and instead using SpaceX’s Crew Dragon spacecraft to return its astronauts. The Boeing crew flight was initially planned to last a minimum of nine days. NASA previously noted that SpaceX serves as a backup but has sought to deemphasize that possibility, calling Boeing’s spacecraft the “primary option” for return. Already, Boeing’s Starliner losses total more than $1.5 billion due to repeated setbacks and years of delays in developing the spacecraft. Elizabeth M. Allen, a veteran diplomat and political operative, is stepping down from her position as the U.S. under secretary of state for public diplomacy to take on a senior role in Vice President Kamala Harris’s presidential campaign. On Saturday, Ms. Allen will become the chief of staff to Ms. Harris’s running mate, whose selection is expected to be announced in the coming days, according to a person familiar with the matter. Ms. Allen, who has held other State Department posts, is a rare figure to transition between the worlds of diplomacy and national politics. During the 2020 campaign, she was the communications director for Ms. Harris’s vice-presidential operations. Colleagues said Ms. Allen played a larger, intangible role as a key member of Secretary of State Antony J. Blinken’s core team.
