The Philippines intentionally grounded the World War Two-era warship Sierra Madre in 1999 as part of its sovereignty claim to the Second Thomas Shoal, which lies within its exclusive economic zone, and rotates a handful of troops through the ship. China has urged the Philippines to fulfill a "promise" to tow away the grounded vessel, but Manila denied striking any agreement to abandon the shoal, which it calls Ayungin. The Philippines won an international arbitration award in 2016 against China's South China Sea sovereignty claim, after a tribunal ruled Beijing's sweeping claim had no legal basis, including at the Second Thomas Shoal.

China and the Philippines have been embroiled for years in on-off confrontations at the shoal, the latest on Saturday. At least one person drowned in the province of Rizal in the wake of the typhoon, the national disaster agency said. But authorities issued land warnings for several counties and cities in southern Taiwan including the major port city of Kaohsiung. Railway services between eastern and southern Taiwan will be suspended from Wednesday evening. More than 300 people have been evacuated in southern and eastern Taiwan as a precaution as Doksuri was expected to bring up to 1 metre (3.3 feet) of rainfall there. A Level II emergency response implies an oncoming typhoon could severely affect the country, according to the state council's national emergency plan for flood control and drought relief.

MANILA, July 26 (Reuters) - Strong winds and rain lashed the northern Philippines as Typhoon Doksuri made landfall on Wednesday, causing rivers to overflow and leaving thousands without power. "We are being battered here," Manual Mamba, governor of northern Cagayan province told Reuters, adding that no casualties had been reported so far. Storm warnings are in place in many parts of the northern island of Luzon, which is home to about half of the Philippines' 110 million population. Categorised as a super typhoon on Tuesday, Doksuri had weakened slightly on Wednesday. It is expected to brush past Taiwan and make landfall in China's Fujian province on Friday, according to the Philippines weather bureau.

MANILA, July 19 (Reuters) - Developing Asia is on track to grow faster in 2023 from a year earlier as strong consumption and investment offset the impact of weak global demand, the Asian Development Bank (ADB) said on Wednesday. In an update to its regional economic outlook, the ADB kept its 2023 growth forecast for developing Asia at 4.8%, but revised a tad lower its estimate for next year to 4.7% from 4.8% in April, reflecting risks, including from Russia's war on Ukraine. Developing Asia consists of 46 economies in the Asia-Pacific and excludes Japan, Australia and New Zealand. The ADB maintained its growth projections for subregions East Asia and South Asia, with China and India still expected to expand 5.0% and 6.4% this year, respectively, and 4.5% and 6.7% in 2024, but trimmed slightly its outlook for Southeast Asia. An upside risk to the growth outlook of developing Asia is slower inflation, which has allowed most central banks in the region to hold off tightening, helping underpin domestic consumption.

July 11 (Reuters) - China's foreign minister Qin Gang will not attend a diplomatic gathering in Indonesia this week for health reasons, a spokesman for his ministry said on Tuesday. Foreign ministers of the Association of Southeast Asian Nations (ASEAN) and China are scheduled to meet on Thursday, before Friday's East Asia Summit and ASEAN Regional Forum. "State Councillor and Foreign Minister Qin Gang cannot attend this ASEAN ministerial meeting because of health reasons," spokesman Wang Wenbin said. Qin, 57, took over from Wang as foreign minister in December and was last seen in public on June 25 in Beijing after meeting officials from Sri Lanka, Russia and Vietnam. MANILA, May 29 (Reuters) - The coast guard of the United States, Japan and the Philippines will hold trilateral maritime exercise in the South China Sea this week, the first such manoeuvres between them as a time of growing concern about China's moves in the region. The June 1 to 7 exercise in waters off Bataan province was as initiative of the United States and Japan, while Australia would join as an observer, said Philippine coast guard spokesman Armand Balilo said on Monday. Four Philippine vessels and one each from the United States and Japan will participate in exercises designed to improve search and rescue collaboration and law enforcement, Balilo said. "This is a usual routine activity among coast guard agencies," Balilo told a press conference. China maintains the actions of its coast guard are legal and in its waters.

MANILA, May 8 (Reuters) - Joint patrols between the Philippines and the United States in the South China Sea may begin later this year, a top diplomat said on Monday, just days after Washington clarified its commitment to defend Manila from an attack at sea. Discussions were continuing on the joint maritime patrols, which were announced in February, said Philippine ambassador to the United States, Jose Manuel Romualdez. U.S. Defense Secretary Lloyd Austin announced in February he and his Philippine counterpart, Carlito Galvez, have agreed to restart joint maritime patrols in the South China Sea, which former President Rodrigo Duterte, who sought warmer ties with China, had suspended after he took office in 2016. But Philippine Defense Secretary Galvez told reporters on Monday there were no formal discussions on the joint patrols with the United States and Australia. China claims most of the South China Sea, through which more than $3 trillion of world trade is shipped every year.
May 4 (Reuters) - The United States and the Philippines have agreed on new guidelines for their 1951 Mutual Defense Treaty, following multiple requests by Manila to make clear the conditions under which Washington would come to its defence. Though the United States has reassured the Philippines their defence partnership is "ironclad", Manila has argued the seven-decade-old treaty needs updating to reflect a different global security environment. Guidelines issued by the Pentagon now specifically mention that mutual defence commitments would be invoked if there were an armed attack on either country "anywhere in the South China Sea". Another addition specifies that coast guard vessels are among those protected. Some analysts have argued the Philippines and United States were better served by a more ambiguous mutual defence treaty.
The guidelines said the bilateral treaty commitments would be invoked if either is attacked specifically in the South China Sea and also if coast guard vessels were the target. 'WARNING' TO CHINAThe South China Sea, a waterway vital to global trade, has become a major flashpoint in the increasingly testy relationship between China and the United States. China's foreign ministry on Thursday said it opposed the use of bilateral defence treaties to interfere in the South China Sea, which "should not be a hunting ground for external forces". MANILA, April 12 (Reuters) - The Philippines will pursue its appeal questioning the International Criminal Court's (ICC) jurisdiction and authority to investigate killings during former President Rodrigo Duterte's 'war on drugs', its top lawyer said on Wednesday. Guevarra said the president's remarks meant the Philippines will "disengage with the ICC after exhausting our legal remedies within the framework of the Rome Statute". The ICC probe was reopened in January 2023. But the tribunal's top prosecutor Karim Khan said the ICC has jurisdiction because the country was a party at the time the alleged crimes were committed. Khan asked the court on April 4 to reject Manila's appeal and uphold its earlier decision to allow the resumption of the probe.
