The transaction would value the business at around $9 billion. Under the terms of the deal, Switzerland-based Glencore will pay $6.93 billion for a 77% stake. Japan-based steelmaker Nippon will hold a 20% stake after converting existing holdings in some of Teck’s coal operations and paying cash, while South Korean steelmaker Posco will hold a 3% position after converting its holdings.

With abundant garbage available to them, city rats might not go after wildlife in the same numbers. However, if all rats in NYC died tomorrow it would still save a lot of animals like birds, coyotes, foxes, and feral cats that die each year from rodenticide, the poison used to kill rats, Munshi-South said. In March, the Democratic governor announced a plan to gift several California cities hundreds of tiny homes by the fall to create space to help clear homeless encampments that have sprung up across the state’s major cities. More than 171,000 homeless people live in California, making up about 30% of the nation’s homeless population. The state has spent roughly $30 billion in the last few years to help them, with mixed results. Officials also pointed to a new law signed by Newsom in July to streamline construction of tiny homes. “It’s going to help thousands of people who are going to benefit because of the comprehensive nature of the approach here.”Sacramento and the state have also agreed to place the other 175 tiny homes at the California state fairgrounds.

SACRAMENTO, Calif. (AP) — Sacramento’s top prosecutor is suing the city’s leaders over failure to cleanup homeless encampments, escalating a monthslong dispute with leaders in California’s capital city. A group of residents and business owners also filed a companion lawsuit against the city. The lawsuit includes accounts from dozens of city residents living around 14 encampments. Roughly three-quarters of the county’s homeless population is unsheltered, and the majority of that group are living on Sacramento streets. City Attorney Susana Alcala Wood's office has also repeatedly urged Ho to work with the city to address the issue, she said.

SACRAMENTO, Calif. (AP) — California lawmakers voted Tuesday to put a proposal before voters next March that would overhaul how counties pay for mental and behavioral health programs in an effort to address the state's worsening homelessness crisis. In 2004, voters approved a special tax on millionaires to help pay for mental health programs. Gavin Newsom wants changes to restrict how local governments can use that money, with an emphasis on mental health and drug and alcohol use programs. Under his plan, two-thirds of revenue from the tax would pay for services for people who are chronically homeless and with severe mental health issues and unhealthy drug and alcohol use. The new mandates would result in a loss of more than $1 billion for existing programs such as mental health outpatients, crisis, recovery and peer-supported services, county officials said in a letter to Newsom over the weekend.
