Were Trump to follow through on his vow to impose tariffs on imports on Europe as well as from China, they would likely deviate further. There is also uncertainty across the continent about what the new White House will mean for the war in Ukraine. In their view, China could help to pressure Russia over Ukraine as Xi loses patience with a war he did not expect would drag on for almost three years. One senior European diplomat said that while China has never explicitly condemned Russia’s invasion of Ukraine, it has helped in other ways to rein in Moscow. continues to say that Ukraine will negotiate when Ukraine wants to negotiate,” another European official said, “and that the E.U.

North Carolina lawyer Katie Jenifer is trying to prepare one year’s worth of estrogen for her transgender daughter. If the Trump administration still allows trans people to change the gender marker on their passport, Greenesmith said, it might require them to provide proof of gender-reassignment surgery, putting gender-marker changes out of reach for the majority of trans people. There is no existing policy that would allow the government to require people to turn in “X” passports, for example. Skulls found on a New Mexico property earlier this month were obtained online and are not related to the case of a woman who went missing in 2019, the Lea County Sheriff’s Office said Thursday. Human remains were found after a search of a property associated with the man in Jal, a city of around 2,000 in the southeastern part of the state, the sheriff's office said last week. The medical examiner determined the remains found on the property had "no medical or legal significance," the sheriff's office said. On Nov. 12, shortly after the discovery of the remains, the sheriff's office said it could be related to Angela McManes, who disappeared in 2019. Two days later, the sheriff's office said there did not appear to be a link between the skulls and McManes beyond the proximity of her home to the property where the skulls were found.

The first emperor penguin found in Australia has been released after spending 20 days in the care of a wildlife expert, the Australian government said Friday. The bird, nicknamed Gus by its caretaker, was released from a vessel off the southern coast of Western Australia on Wednesday morning, according to the state’s Department of Biodiversity, Conservation and Attractions. The team initially weighed the penguin at about 50 pounds, only around half the weight of a healthy male. “Good luck, Gus,” Biddulph shouted with a smile after the penguin dived into the water and swam away from the vessel. Don’t stop for anyone.”It remains unknown how the bird ended up arriving in Australia from its icy Antarctic home.

Forecasters warned of more high winds headed to the battered Pacific Northwest, while an atmospheric river continued to dump heavy rain on California. The biggest risk of life-threatening floods was forecast for Thursday, but flooding will remain a threat through Friday, the weather service said. Landslides and rockslides shut down some or all traffic lanes on highways in Humboldt and Lake counties, the weather service in Eureka, California, said. Snow is on the way in New York state and Pennsylvania courtesy of “a potent upper-level low swinging over the region,” the weather service said. The area was under a winter weather warning until 4 p.m. Friday.

The Supreme Court, which dealt a major blow to the power of federal agencies in June, agreed on Friday to consider another: whether Congress violates the Constitution by delegating broad discretion to them. The so-called nondelegation doctrine has been largely dormant since 1935, when the Supreme Court struck down New Deal laws for granting too much leeway to agencies with insufficient guidance. A decision reviving the doctrine would be the latest in a sustained series of attacks on what its critics call the administrative state. The decision in June, for instance, overruled a foundational precedent requiring deference to agencies’ interpretations of federal laws and endangered countless regulations in areas like the environment, health care and consumer safety. Along the same lines, other recent rulings rejected the Securities and Exchange Commission’s use of administrative tribunals to combat securities fraud and limited the Environmental Protection Agency’s ability to address carbon emissions.

President-elect Donald Trump is considering naming Kevin Warsh as Treasury secretary then ultimately sending him off to serve as Federal Reserve chair, according to a Wall Street Journal report. The speculation comes with Treasury being the last major Cabinet position for which Trump has yet to state his intention. Among the potential scenarios would be one where Bessent would lead the National Economic Council initially then go over to Treasury after Warsh takes over at the Fed. However, Trump is known for the propensity to change his mind, and the report noted that nothing has been finalized. Read the full Wall Street Journal story here.

Xi outlined China's "red lines" for the US, including the country's rights to development. Reuters —The Nicaraguan parliament, dominated by the ruling Sandinista Front, on Friday approved a constitutional reform that hands more power to President Daniel Ortega as well as the Central American nation’s police and military. The two have been married since 2005 and she was made vice president in 2017. Under the new reform, the co-presidents will have control over the legislature, judiciary and electoral, public administration, and oversight bodies as well as autonomous entities. Government critics have said the reforms legalize the “absolute power” already exercised for years by Ortega and Murillo. “If adopted, these changes will sound the death knell for fundamental freedoms and rule of law in Nicaragua,” he said in a statement.

In southwestern Oregon, semi trucks loaded with logs snake along roads through dark, lush forests of Douglas fir. The logging industry has shaped and sustained families here for generations. A steady demand for lumber and a lack of other well-paying jobs in rural parts of the state have made logging one of the most promising career paths. It also comes with grave risk. The 2-year Treasury yield was last trading at 4.3345% after dipping by more than one basis point. U.S. Treasury yields were lower Friday as investors weighed mixed economic data and assessed the state of the economy. Investors considered the current state and outlook for the U.S. economy after Thursday brought a series of mixed data points. Investors also assessed the latest comments from Federal Reserve officials, scanning them for hints about whether a third back-to-back interest rate cut could be announced when policymakers meet again next month. Chicago Federal Reserve President Austan Goolsbee on Thursday indicated that he saw the need for more rate cuts ahead, but cautioned that the pace of reductions could slow.

CNN —President-elect Donald Trump on Friday named former NFL player and White House official Scott Turner to lead the Department of Housing and Urban Development. If confirmed by the Senate, Turner would lead an agency that enforces fair housing laws, administers mortgage insurance to prospective homeowners and gives rental subsidies to lower-income families, among other things. CNN —President-elect Donald Trump is expected to offer Kelly Loeffler the job of secretary of the Department of Agriculture, two people familiar with the matter told CNN. He is set to meet with her at Mar-a-Lago Friday afternoon, but as is always the case, nothing is final until Trump announces it. The agriculture job will likely be a significant one — especially as Trump’s pick to run the Department of Health and Human Services, Robert F. Kennedy Jr., has promised to assert his influence over the agriculture industry. Loeffler, appointed to the Senate by Georgia Gov. Brian Kemp over the wishes of Trump, lost her seat in a 2021 runoff to Democratic now-Sen. Raphael Warnock.

M. Jodi Rell, who was the first (and, to date, only) Republican woman to serve as governor of Connecticut, beginning her seven years in office when the incumbent resigned in a corruption scandal, died on Wednesday in Florida. Her family, providing no other details, said she died in a hospital after a brief illness. Mrs. Rell had been the state’s lieutenant governor for more than nine years when, in July 2004, she began completing the term of Gov. Known as a moderate Republican, Mrs. Rell sought bipartisan compromise — a goal that became more important to her, she said, when, five months after becoming governor, she was diagnosed with breast cancer and underwent a mastectomy and reconstructive surgery. She returned to her office in the Capitol in Hartford nine days later.

A gusty storm drawing torrents of moisture from the Pacific Ocean parked itself on Friday over the San Francisco Bay Area, flooding highways and toppling power lines. Officials warned the region’s nearly eight million residents to be ready for possible floods, landslides and widespread outages. Heavy winds forced about 450 flight delays or cancellations before noon at San Francisco International Airport, according to FlightAware, a tracking website. Elsewhere in Northern California, rivers and creeks spilled over their banks after back-to-back days of pelting rain. Falling trees triggered widespread power outages, and more than 165,000 customers in Washington State remained without electricity on Friday.
