The ASEAN leaders' statement on Myanmar stressed the desire to work with the generals to end the country's crisis, especially in the context of the five-point plan which Myanmar accepted in 2021 but has largely failed to implement. CNN —This might have been an opportunity for world leaders to bridge a host of chasms that are opening up, as G20 conferences have in the past. Yet this will be the first G20 that Xi has skipped in the decade he’s served as China’s president. The hope is that, without distractions from the presence of Xi and Putin, the G20 will be able to focus more directly on just such urgent issues. Certainly, it removes an opportunity to pressure Xi into restraining shipment of technology and equipment to Russia that could help its war in Ukraine. So, this G20 — uniquely absent Xi and Putin — is an important opportunity to showcase China’s failings, confirm Russia’s status as a pariah and ratify America’s place as a global leader.

CNN —Russian forces attacked Ukrainian port facilities on the Danube River used for food exports on Sunday, a day before Russian President Vladimir Putin is expected to discuss reviving a grain export deal with Turkish President Recep Tayyip Erdogan. Ukraine’s Air Force said 25 drones were used in overnight attacks on the Odesa region, 22 of which were shot down. Russia’s Ministry of Defense said in a statement that it was targeting fuel storage facilities in the Ukrainian port of Reni used to supply Ukraine’s military. An aide to Ukrainian President Volodymyr Zelensky accused the Kremlin of trying to create a “food crisis” with the attacks. The only downside is how it makes others think about China.”It’s no secret that China’s relationship with Europe has become tetchy. Multiple officials explained to CNN that the relationship with China is in a sort of stasis that tries to balance what Europe needs versus what Europe wants. Europe still imports vastly more from China than it exports, a reflection of the level of dependency it has on China. In 2023, European officials know that China represents a major security concern and that becoming overly dependent on China is a risk.

Cuba's Minister of Foreign Affairs, Bruno Rodriguez, and Russian Foreign Minister, Sergey Lavrov, meet in Havana on April 20, in a show of deepening ties between the countries. In addition to deepened connections with Russia, Cuba has allowed China to build a secret espionage facility on the island. Washington will respond to Russian military escalation in Cuba with its own escalating force, as it already has done with the recent deployment of a nuclear submarine. South Africa has a duty as a signatory to the International Criminal Court (ICC) to arrest Putin if he attends the talks between the leaders of Brazil, Russia, India and China, due to an arrest warrant over the deportation of children from Ukraine. "South Africa will host the 15th BRICS Summit at the Sandton Convention Centre in Sandton, Johannesburg, from 22 to 24 August 2023," the Department of International Relations said in a statement. Presidency spokesperson Vincent Magwenya confirmed to Reuters in a text message that this meant the whole summit, including the main part involving the BRICS heads of state, would take place in South Africa. He and a spokesperson for the international relations department declined to comment on whether or not Putin will attend. On Tuesday, South Africa's Minister of International Relations Naledi Pandor said Putin had not yet replied to an invitation, sent before the ICC charged him on March 18.
