A Vermont mother wanted to teach her then-14-year-old son a lesson after he came home with electronic cigarettes he stole from a gas station. The teen eventually was injected with a ketamine, a sedative, then taken to a hospital, according to the lawsuit and video. Luxon told 1News that he does not expect to attend APEC as "good progress" is being made by the two parties and he wants to ensure negotiations conclude and a government is formed. I think that's why it's unlikely I'll head out to APEC on Wednesday evening," he said. If Luxon does not attend APEC, New Zealand will send a representative from both the caretaker government and a National Party member.
