CNN —President Joe Biden is expected to pardon US veterans who were convicted by the military over a 60-year period under a military law that banned gay sex, three US officials told CNN. The granting of pardons won’t automatically change convicted veterans’ records but allows those impacted to apply for a certificate of pardon that will help them receive withheld benefits. A service member’s discharge status can determine what kind of Veterans Affairs benefits they are eligible for. “For decades, our LGBTQ+ service members were forced to hide or were prevented from serving altogether,” Defense Secretary Lloyd Austin said at the time. If a certificate of pardon is issued, the service member will then have to apply to their respective military department’s board of corrections to have their military records corrected.

Washington CNN —American officials are hoping to gain a better understanding of Israel’s war plans in meetings this week with the country’s defense minister, who arrived in Washington as the rift widened between the Biden administration and Prime Minister Benjamin Netanyahu. “We will not end the war until we return all of our hostages – 120 hostages, the living and the deceased. Netanyahu said that once the “intense phase” of the Gaza conflict is over Israel will continue “mowing the grass” in Gaza, which US officials oppose. But Netanyahu ignored the demand from his defense minister, refusing to make such a public statement. And former Defense Minister Benny Gantz, who resigned from a unity government with Netanyahu two weeks ago, accused Israel’s longest-serving leader of putting political considerations ahead of a post-war strategy.

On Monday, Israel’s public broadcaster, Kan 11, added to the growing mountain of evidence that the country’s leadership could have – or, at the very least, should have – known an attack was possible. In December, State Comptroller Matanyahu Englman announced he would open an investigation into intelligence failures before the October 7 Hamas attack. Historically, Israel has had a public inquiry roughly every two years, he says, but not under its present and longest-serving leader. The most likely means of understanding the failures of October 7 was by dissecting it into smaller and more manageable issues, he said, like separating intelligence failures from those of operational doctrine. Major General Aharon Haliva, who was the commander of the IDF’s military intelligence, quietly announced in April that he would be stepping down.

Beirut CNN —Israel warned Hezbollah on Tuesday of the prospect of “all-out war” after the Lebanese militant group published a 9-minute video, purportedly taken by a drone, showing Israeli military and civilian locations in several Israeli cities. “In an all-out war, Hezbollah will be destroyed, and Lebanon severely beaten,” he added. Those locations include a number of sensitive areas, including at least two military installations: a base in northern Haifa and the port of Haifa. The drone also flew over the oil tanks that sit north of Haifa, the Haifa airport and several residential areas. Hezbollah has said in the past that it will only stop firing on Israel if Israel stops the war in Gaza.

CNN —Israel’s government says it is looking to “strengthen” Jewish settlements in the occupied West Bank after several countries unilaterally recognized a Palestinian state. The statement also said Israel would look at what actions to take against the Palestinian Authority as it took actions against Israel in international bodies. Earlier this month, the Palestinian Authority applied to join South Africa’s case against Israel at the International Court of Justice. Israel’s far-right finance minister, Bezalel Smotrich, said in May that Israel should approve 10,000 settlements in the West Bank, establish a new settlement for every country that recognizes a state of Palestine, and cancel travel permits for Palestinian Authority officials. It is unclear if any of these radical ideas are part of the proposals currently under consideration in Israel.

CNN —The USS Helena, a fast-attack nuclear submarine, surfaced in Guantanamo Bay, Cuba, a day after Russian naval forces arrived in Havana to conduct drills with the island nation, a Russian ally. Navy destroyers, as well as P-8 submarine hunting aircraft, tracked the movements of the Russian ships as they made their way south off the east coast of the United States. People watch a ship belonging to the Russian Navy flotilla arrive at the port of Havana on Wednesday, June 12, 2024, in Havana, Cuba. The USS Pasadena, another Los-Angeles class fast attack submarine, stopped in Guantanamo Bay last July, sparking furor from the Cuban government, which called it an escalation. The Pentagon said the current visit of a Russian submarine to Cuba was “at least in part” a response to last year’s visit of a US submarine.

To date, the pier has been used to move thousands of tons of aid into Gaza, officials have said. The Pentagon acknowledged that there was some Israeli military activity “nearby” to the staging area for the pier but denied that the pier was used in the operation. Humanitarian officials say while any assistance getting into the Gaza strip is useful, the pier is not a sustainable mode for doing so. Even with additional openings, major obstacles to distribution within the Gaza strip remain and humanitarian officials tell CNN that there is still not an effective deconfliction method to protect aid workers. “A very expensive distraction,” one humanitarian aid official said of the pier.

The US priority was first to remove sensitive equipment from Niger, a source familiar with the matter said. Much of the US military and equipment has been in Niamey at what’s known as Base 101. A source confirmed this flight was to withdraw military equipment and some personnel. The relationship between the US and the military junta grew increasingly strained as Biden administration officials called for a clear path to free and fair elections. The US was also forced to wait for the Nigerien military junta to approve flight clearances to withdraw personnel and equipment, an agreement which was only reached last month.

CNN —The US military’s temporary pier off the coast of Gaza was repaired and reattached to the beach on Friday morning, after breaking apart and sustaining damage in heavy seas last week, the deputy commander of US Central Command said on Friday. “I’m very pleased to announce that earlier this morning, in Gaza, US forces successfully attached the temporary pier to the Gaza beach. Israeli Defense Force engineers provided all the necessary support to ensure the safe emplacement of the pier to the beach,” Vice Adm. Brad Cooper told reporters on Friday. The damage last week came after significant obstacles on distribution routes including Hamas drones and looting that delayed the deliveries. The pier’s construction came as the humanitarian situation in Gaza deteriorates and the death toll from Israel’s bombardment climbs.

CNN —The United States flew a B-1B bomber over the Korean Peninsula on Wednesday in the first live munitions drop over South Korea in seven years as part of joint air exercises between the two countries, the US and South Korea said Wednesday. As part of the exercise, the US B-1B Lancer and two South Korean F-15K Eagles dropped precision 500-pound JDAMs (joint direct attack munitions), simultaneously striking multiple targets, the US said. The American bomber then flew with advanced South Korean F-35A and KF-16 fighter jets, as well as US fighters and tankers. “This training showcases the incredible capabilities of our combined forces to simultaneously strike multiple targets in a contested environment,” said Lt. Gen. David Iverson, US Force Korea deputy commander and Seventh Air Force commander. The joint training on Wednesday marked the first time the B-1B has conducted “a live munitions drop” on the Korean Peninsula since 2017 to demonstrate its capability to “precisely strike deep target,” South Korea’s defense ministry said.

CNN —The US and UK carried out a series of strikes against Houthi targets in Yemen on Thursday for the first time in more than three months, according to US Central Command. In addition, the US unilaterally destroyed eight aerial attack drones over Yemen and the Red Sea. The coalition strikes targeted 13 Houthi targets in parts of Yemen controlled by the Iran-backed terror group. The last round of strikes occurred on February 24, as the US and UK targeted Houthi weapons and radar sites. This week, the US destroyed Houthi missile launchers in Yemen and intercepted aerial attack drones.

The pier was “damaged and sections of the pier need rebuilding and repairing,” Pentagon deputy press secretary Sabrina Singh said on Tuesday. Earlier, four US officials told CNN the pier broke apart in heavy seas. The temporary pier, called the Joint Logistics Over the Shore (JLOTS), requires very good sea conditions to operate. The US has stressed that the temporary pier is only meant to augment humanitarian shipments going through the land crossings between Israel and Gaza. CORRECTION: This story has been updated to reflect that the pier broke apart on Tuesday.

The distribution comes several days after the US military’s pier operation launched and got off to a rocky start. “Such challenges with internal distribution are not new or unique to aid delivery from the sea,” Cooper said. The US military is also going to continue airdropping aid into Gaza, Cooper confirmed. Dieckhaus said Thursday that there are “thousands and thousands of tons” of aid in Cyprus awaiting processing to be brought across the pier. On Wednesday, “the UN reported 215 private sector trucks entering Gaza through Kerem Shalom and 115 humanitarian assistance trucks through Zikim/Erez West,” USAID said.

Several desperate Gazans intercepted trucks delivering aid from the pier over the weekend, leading the UN to suspend the delivery operations until the logistical challenges are resolved. The amount of aid getting to the Gaza shoreline from its initial staging area in Cyprus has also fallen short of initial Pentagon estimates. The pier was finally anchored to Gaza last week as the humanitarian situation in the enclave has only worsened. The US has also made a number of air drops of humanitarian aid into Gaza in partnership with the Royal Jordanian Air Force. And we understand the desperate need of the Palestinian people right now,” Ryder said of efforts to get aid into Gaza.

CNN —The US has reached an agreement with Niger to withdraw its military forces from the African nation by September 15, according to the US Defense Department and the Nigerien Ministry of National Defense. Niger’s military government announced in March that it had ended an accord with the US that allowed military personnel and civilian staff from the Department of Defense to operate in the country. The US delegation met with Niger’s ruling military junta last week to try to reach an agreement that would allow for the secure withdrawal of US forces and for clearances for military flights. The delegations also established procedures to facilitate the entry and exit of U.S. personnel, including overflight and landing clearances for military flights,” the joint statement said. Rebuffing the calls, the military junta instead began partnering more with Russia, whose forces are now operating at the same base from which US forces are withdrawing.

CNN —US Air Force prosecutors have asked for new charges against the Massachusetts Air National guardsman who pleaded guilty in federal court earlier this year to leaking highly classified intelligence reports and other documents on social media, according to the Air Force. During a hearing at Hanscom Air Force Base in Massachusetts on Tuesday, Air Force prosecutors asked a hearing officer to recommend charges of disobeying an order and obstructing justice against Jack Teixeira under the Uniform Code of Military Justice. CNN reported earlier this month that the Air Force would pursue separate charges under the UCMJ. Teixeira was represented by three military defense counsel, including one of the chief district defense counsels for the Air Force, a spokesperson for the Air Force said. The hearing officer will then make a recommendation on whether to move forward with the recommended charges or change them in some way.

CNN —The floating pier that will allow for humanitarian aid to flow into Gaza from the sea is moving from the port of Ashdod toward Gaza, according to a US defense official. Cyprus is the staging point for the humanitarian aid that will be shipped to Gaza through the maritime corridor and the pier. The US was closely watching whether what it called a “limited” Israeli incursion into Rafah in southern Gaza would affect the temporary pier. “I can just tell you it’s a third-party contractor, but that’s it,” deputy Pentagon press secretary Sabrina Singh said at a press briefing. Once the humanitarian aid arrives in Gaza, the UN World Food Program will distribute it to the Palestinian population.

The pier and causeway, known as Joint Logistics Over the Shore or JLOTS, will ultimately be used by the US, its allies and aid groups to get aid into Gaza by sea from Cyprus. A defense official confirmed to CNN that the limitations on the pier system are accurate. Another potentially complicating factor is how Israel decides to proceed with its operation in Rafah, in southern Gaza, US officials said. The Israel Defense Forces have agreed to provide a wide security perimeter around the pier system and the aid operation. But the plan is for the IDF to remain at a relative distance as the aid is transported and offloaded onto the beach in Gaza, officials told CNN.

CNN —The United States paused a shipment of bombs to Israel amid concerns over their potential use in a Rafah incursion, according to a US official. The shipment, which was held back last week, includes 1,800 bombs weighing 2,000 pounds and 1,700 bombs weighing 500 pounds. CNN reported over the weekend that one shipment of ammunition to Israel had been paused, but the reason was unclear. On Monday, Israel carried out what the US described as a “limited” operation in Rafah, taking over the border crossing with Egypt that is a vital lifeline for humanitarian aid. “We have not made a final determination on how to proceed with this shipment,” the official said.

A Russian Foreign Ministry representative told Russian state media TASS on Tuesday that the case is “not related to politics or espionage.”“As far as we understand, this is a purely domestic crime. The arrest comes at a time of huge tension between the US and Russia as the war with Ukraine continues. Instead, the Israel Defense Forces will partner with the US military to anchor the causeway to the shore in Gaza “on day one,” the military official said. Dire humanitarian situationThe pier’s construction comes as the humanitarian situation in Gaza has become dire, a senior administration official said Thursday. The official confirmed that USAID will be working with the UN to distribute the aid once it reaches Gaza. Two command and control cells have been set up to facilitate the delivery of the aid via the pier, the military official said. The US role in the effort has been complex, with the military carrying out a high-stakes construction mission in a warzone and diplomats helping to organize a dangerous and highly politicized aid distribution operation.

Biden secretly approved the transfer of the long-range ATACMS missiles in February for use inside Ukrainian territory. The Biden administration had resisted sending the long-range missiles in part because of readiness concerns. Lockheed Martin, which manufactures the ATACMS missiles, is in full-rate production and produces approximately 500 missiles per year, a spokesman for the company said in September. The US worked behind the scenes to address the readiness concerns, which included buying more ATACMS missiles and filling US military stocks. Ukrainian officials have been asking the US in private and in public for the long-range missiles to target deeper behind Russian lines.
