Michael Bociurkiw CNNOn Friday, after months of debate, US President Joe Biden announced that, as part of a new $800 million military aid package, the administration will be sending controversial cluster munitions to Ukraine. “No to cluster bombs and yes to the legitimate defense of Ukraine, which we understand should not be carried out with cluster bombs,” said Spain’s Defense Minister Margarita Robles. Discord among US allies over cluster munitions might have been avoided altogether, had western capitals moved more swiftly to provide Ukraine with lethal weaponry. To keep the Ukrainians from running out and being defeated, we must send them cluster munitions. Cluster munitions could bring Kyiv a temporary battlefield advantage.

Romanian port operators shipped 8.6 million tonnes last year, and 6.3 million tonnes in the first five months of 2023, the Constanta Port authority told Reuters. The port handled 12.17 million tonnes of grains overall in the first five months, a 21% jump on the year. "There are premises that Constanta Port will see a new traffic record," the authority said. As a result, the port could be overwhelmed, even if Black Sea grain initiative is extended, according to Cezar Gheorghe of Romanian grain market consultancy AGRIColumn. The port has a storage capacity of 2 million tonnes, but flows need to be stringently separated for origin certification.

An oil pumpjack pulls oil from the Permian Basin oil field on March 14, 2022 in Odessa, Texas. Oil prices fell on Thursday after Russian Deputy Prime Minister Alexander Novak played down the prospect of further OPEC+ production cuts at its meeting next week. In the previous session, oil prices were supported by a warning from Saudi Arabia's energy minister that short-sellers betting oil prices will fall should "watch out" for pain. U.S. crude inventories fell by 12.5 million barrels to 455.2 million barrels as imports declined. Gasoline inventories dropped by 2.1 million barrels in the week to 216.3 million barrels, the EIA said, while distillate stockpiles fell by 600,000 barrels to 105.7 million barrels.

CNN and the GVA define a mass shooting as a shooting that injures or kills four or more people, not including the shooter. They argue that more firearms and higher gun ownership increases public safety – a stance that continues to be at odds with gun violence experts and data. The area around the Robb Elementary School signs has become a memorial dedicated to the victims of the May 24 mass shooting. Mass shootings are just a piece of that, and the strategies that we’re laying out will impact mass shootings. They’ll also impact a lot of other types of gun violence and that’s absolutely critical to saving lives,” Horwitz said.

REUTERS/Phil NobleLIVERPOOL, England, May 11 (Reuters) - Liverpool has opened its heart to Ukraine for Eurovision 2023, flying blue and yellow flags, offering special tickets to its refugees and adopting its cuisine, in addition to putting the country centre stage in three live shows. But organisers have worked hard to showcase Ukraine to thousands of fans in the "City of Pop" and millions more watching around the world. Kremlin spokesman Dmitry Peskov blamed the US for drone strikes on the Kremlin. Offering no evidence for the claims, Putin's spokesman Dmitry Peskov said that the attack was orchestrated in Washington, DC. On Wednesday, Russia said that two Ukrainian drones targeted the Kremlin as part of an assassination bid. John Kirby, a spokesman for the White House National Security Council, said Thursday that Russian claims the US orchestrated the drone attacks were "ridiculous," reported CNN. Russian hardliners have called on the Kremlin to assassinate Zelenskyy in revenge for the drone strikes.

Oil dips 2% on economic woes and stronger dollar

An oil pumpjack pulls oil from the Permian Basin oil field on March 14, 2022 in Odessa, Texas. Oil dropped 2% on Tuesday after two sessions of gains as deepening concerns of an economic slowdown and a stronger dollar outweighed hopes of higher Chinese demand and lower U.S. crude stocks. U.S. West Texas Intermediate crude dropped $1.69, or 2.2%, to settle at $77.07. A stronger dollar pressures oil demand by making the commodity more expensive for buyers holding other currencies. Gold prices also were flat as the dollar strengthened, while U.S. stocks fell as weak earnings fanned economic fears.
Russian drones hit infrastructure in the southern Ukrainian port city of Odessa overnight, as the battle for control of Ukraine’s skies continued. Ukraine’s air force said it shot down 10 out of 12 Iranian-made Shahed drones fired at Odessa by Russian forces. The extent of the decline in West Texas Intermediate crude — down 5.5% to under $67 per barrel — seems overdone in an energy market that remains structurally undersupplied. Bad for energy stocks For now, we're holding onto our three oil exploration and production (E & P) stocks — Coterra Energy (CTRA), Devon Energy (DVN) and Pioneer Natural Resources (PXD) — because their breakeven levels are around $40 per barrel. The big question is whether the federal government will make good on its signals to replenish the nation's Strategic Petroleum Reserve (SPR) at WTI prices below $70 per barrel. In turn, higher energy costs eat into discretionary spending budgets. Now, with energy costs coming down, we would expect these input costs to subside a bit.
Oil prices rise after buoyant U.S. payrolls

An oil pumpjack pulls oil from the Permian Basin oil field on March 14, 2022 in Odessa, Texas. Oil prices climbed more than 1% on Friday after better-than-expected U.S. employment data, though both benchmarks fell more than 3% on the week on U.S. interest rate hike jitters. "Oil prices are fluctuating wildly on renewed fears of Fed interest rate increases," said Price Group analyst Phil Flynn. Global shares, which often move in tandem with oil prices, hit a two-month low as investors dumped banks. This is likely to ensure that the Fed will raise interest rates for longer, which analysts have said would weigh on oil prices.
Many oil companies have outlined production increases as part of spending plans this year, though oil companies are now in an era of greater fiscal discipline, not shy about signaling they will favor shareholder rewards like stock buybacks over higher production levels. "I think gas prices at the pump are not so bad at this price, so I think it's optimal," she said. The White House has pushed oil companies to use their record profits to ramp up production instead of on buybacks or increasing dividends. Biden said U.S. oil majors invested "too little of that profit" to ramp up domestic production to help keep gas prices down. "Instead, they used those record profits to buy back their own stock, rewarding their CEOs and shareholders."
