The problem of an impending shortfall of the Social Security Trust Fund is in significant part a consequence of our rising economic inequality. High-income people pay a smaller share of their income into Social Security because salary over $160,200 — the so-called “tax max” — is not subject to the Social Security tax. Also, there is no Social Security tax on income from capital (including dividends, interest, capital gains and rents), which tends to go to wealthy people. Consequently, as a larger and larger part of our national income goes to the rich, the share collected by the Social Security tax declines. The solution is not hard to envision: Raise the “tax max” and tax income from capital.

Nikki Haley’s presidential campaign plans to reserve $10 million in television, radio and digital advertising in Iowa and New Hampshire starting in the first week of December — its first investment in advertising this cycle and a move meant to give the candidate a boost as the clock ticks for the field to make significant gains against former President Donald J. Trump. Ms. Haley, the former governor of South Carolina and a U.S. ambassador to the United Nations under Mr. Trump, has seen steadily rising numbers in surveys of early voting states. A series of standout debate performances has brought in grass roots donors and more high-dollar backers after months of campaigning, with campaign officials saying it raised more than $1 million in the 24 hours after the debate last week. She is now polling second in New Hampshire and third in Iowa, according to some surveys, but Mr. Trump remains the dominant front-runner in those states and nationally.

As of now, the DeSantis campaign is spending only in Iowa. But campaign manager Betsy Ankney called out DeSantis' campaign, which after winning the endorsement of Iowa Gov. Haley's campaign has also leaned on an allied super PAC to keep pace with DeSantis' allies in recent months. At the first two debates, Mr. DeSantis played the front-runner, attacking his opponents only when he was hit first. This has not been an easy stretch for Mr. DeSantis, in no small part because of the attacks from Mr. Trump on everything from his foreign policy credentials to his height. Mr. DeSantis has staked his bid on his performance in the state’s first-in-the-nation caucuses on Jan. 15. Mr. DeSantis offered a similar criticism of the president while campaigning in New Hampshire in October. Unless Mr. Trump makes a dramatic last-minute appearance on the stage, that seems unlikely to change.
